MacArthur Foundation Pledges $100 Million to Defend American Democracy

The John D. and Catherine T. MacArthur Foundation on March 12 committed $100 million to protect democracy in the United States, distributing initial grants to nonpartisan organizations defending elections, voting rights, and the rule of law.

The largest awards went to the Campaign Legal Center and the Democracy Forward Foundation, each receiving $10 million. PolicyLink secured $5 million, Issue One received $4 million, the Defending Democracy Together Institute got $3.25 million, and The Heartland Fund's Rural Democracy Initiative and the State Infrastructure Fund each received $1 million.

Why MacArthur Is Spending Above the Floor

MacArthur President John Palfrey noted the foundation's 2025 charitable payout hit 7.1 percent—roughly $190 million more than anticipated. "Democracy thrives when people are informed, engaged, and feel like their voices matter," Palfrey said, framing the elevated distribution as a response to "the crisis in the nonprofit sector."

Most private foundations hover around the legally required 5 percent minimum payout. MacArthur's decision to spend well above that floor reflects a growing urgency among large foundations to accelerate disbursements as federal support for civic institutions contracts. The investment spans the ideological spectrum—from the conservative-leaning Defending Democracy Together Institute to progressive organizations like PolicyLink—underscoring the nonpartisan framing.

An Open Call Is Coming

MacArthur indicated it will announce an open call later in 2026 for additional democracy-protection funding. Organizations working on election administration, civic education, voting access, and cross-ideological dialogue should monitor the foundation's grants portal for application details.

The commitment represents one of the largest single philanthropic investments in democracy protection this cycle, surpassing most individual foundation pledges and establishing a benchmark for peer institutions.
