Massachusetts Launches Free AI Grant-Writing Tool for Cities

Massachusetts has become the first state to deploy a purpose-built AI platform for municipal grant writing. GrantWell, launched March 26 by the Healey-Driscoll administration, gives every city and town in the Commonwealth free access to an AI system that finds grants, summarizes funding requirements, and generates first drafts of project narratives.
The tool was built by the state's Federal Funds and Infrastructure Office (FFIO) in partnership with Northeastern University's Burnes Center for Social Change.
What GrantWell Actually Does
The platform bundles four capabilities: a Grant Search Portal that pulls from the federal grants.gov database; a summarization engine that breaks down application criteria, required documents, and deadlines; a chat assistant that answers specific questions about cost-share requirements and eligibility; and a grant-writing assistant that generates first-draft project narratives through a guided process.
"The tool pulls grants from the federal grants.gov database and uses AI to summarize key grant requirements so that communities can more easily understand their eligibility," said Quentin Palfrey, Massachusetts Director of Federal Funds and Infrastructure.
Lt. Gov. Kim Driscoll framed the tool in practical terms: "As a former mayor, I know that navigating the complexities of federal and state grants pose a significant hurdle to municipal officials."
A Model for Other States
GrantWell runs on a cloud-native architecture using AWS with a React front end. It supplements — but explicitly does not replace — human review of grant applications. State and philanthropic grants are slated to be added to the search portal soon.
The launch arrives at a moment when many municipalities face shrinking staff capacity alongside growing federal funding complexity. Smaller towns without dedicated grant writers stand to benefit most: the AI assistant handles the initial research and drafting that would otherwise require consultants or dedicated staff time.
