Academic PIs and NIH-funded researchers at institutions that have never won a shared instrumentation grant now have a $5 million target with a 16-award ceiling: NIH's Office of Research Infrastructure Programs forecast PAR-28-060 on grants.gov on August 24, 2026. The forecast is unusual in what it reveals — not just the money, but a deliberate widening of what NIH is willing to call equipment.

What NIH Actually Posted on August 24

The listing sits on grants.gov as opportunity 363695, titled Small Instruments and Modern Equipment for Shared-use Biomedical Research Facilities and Resources (S15 Clinical Trial Not Allowed). The numbers are specific and already public: $5,000,000 in estimated program funding, 16 anticipated awards, an award ceiling of $350,000 and an award floor of $25,000. No cost sharing. Assistance listing 93.351, Research Infrastructure Programs. The administering office is ORIP, reachable at oripequipment@mail.nih.gov.

It is a forecast, not an open solicitation, and the timeline in the record is long: estimated synopsis posting July 27, 2027, estimated application due date September 27, 2027, estimated award date July 18, 2028, project start July 25, 2028. Fiscal year 2028. That is roughly eleven months before the announcement even goes live and two years before money moves.

Most PIs read a forecast that distant and close the tab. That is a mistake here, because the forecast text contains a scope change that is actionable now — and because the current S15 announcement has a receipt date twenty-six days from today.

The Award Floor Is the Number Worth Circling

Divide $5,000,000 by 16 awards and the average lands at $312,500 — close enough to the $350,000 ceiling that most of these grants will be near-max requests. But the floor is $25,000, and that is not a rounding artifact. It is the smallest dollar figure ORIP has attached to a competing equipment mechanism, and it signals that a core facility can ask for one $40,000 machine and be taken seriously.

That matters because the arithmetic of federal instrumentation funding has historically punished modest asks. Writing a full NIH application with a facility plan, a user survey, a maintenance commitment, and institutional letters costs a research office roughly the same effort whether the request is $40,000 or $340,000. Program officers know this, which is why floors usually sit high enough to discourage small requests. A $25,000 floor is an invitation.

Why NIH Added Four Words to the Title

Compare the forecast title to the announcement it succeeds. The current S15 is PAR-24-259, Modern Equipment for Shared-use Biomedical Research Facilities: Advancing Research-Related Operations. The forecast is Small Instruments and Modern Equipment for Shared-use Biomedical Research Facilities and Resources.

Two additions: small instruments, and resources. Neither is decorative.

The S15 program has been defined as much by what it refuses as by what it funds. ORIP's own program page states that the mechanism does not support the acquisition of scientific instruments that directly produce scientific data and/or research-essential materials — those go to the S10 Instrumentation Programs. In practice S15 has meant autoclaves, ventilated cage racks, tunnel washers, ultra-low freezers, biosafety cabinets, fume hoods, cryogenic systems, and environmental monitoring for animal facilities. Genuinely useful, genuinely unglamorous, and genuinely hard to fund any other way.

The forecast language moves that line. It encourages requests for small instruments that use new or emerging technologies or that produce physical, chemical, or biomaterial outputs other than conventional digital data. Read that clause slowly. NIH is carving out a category for instruments that make things rather than measure things — bioprinters, organoid and microphysiological system hardware, peptide and oligo synthesizers, automated sample-prep and biofabrication platforms. Equipment that generates material, not spectra.

The second addition, and Resources, expands eligible applicants beyond the traditional core lab. The forecast names biorepositories and model resource facilities alongside core facilities and other shared research spaces. Biobanks and model organism colonies have long been infrastructure orphans: too operational for R01 budgets, too small for construction grants, too data-adjacent for S10. This forecast puts them inside the tent.

What the forecast still excludes is worth noting with equal care: highly specialized research instruments and building-level infrastructure equipment that only indirectly supports research. The S10 boundary holds on the high end, and HVAC and generators remain out on the low end.

The Eligibility Bar That Makes S15 Different From S10

Here is the structural fact most PIs at mid-size and emerging research institutions do not know, and it is the reason this mechanism deserves attention.

ORIP's S10 programs require that an institution identify three or more principal investigators with active NIH research awards who demonstrate a substantial need for the requested instrument. That is a real barrier. At an institution with four NIH-funded labs total, assembling three who need the same $600,000 instrument, in the same year, with documented usage projections, is often impossible — not because the need is absent, but because the funded-PI density is too thin.

S15 has no such requirement. ORIP's S15 FAQ is explicit: current or past NIH funding is not required to be the PD/PI. The expectation is only that long-term management of the equipment will be supported by federal, private, or institutional funding. The shared-use test is about breadth of users, not about their funding sources — a facility should benefit a relatively larger number of users and be open to the entire institutional biomedical research community, with no prescribed minimum user count.

That single difference reframes the mechanism. S10, whose 2026 Shared Instrumentation Grant band runs $50,000 to $750,000 and whose High-End Instrumentation band runs $750,001 to $2,000,000, is effectively a mechanism for institutions that already have NIH density. S15 is the one that does not check.

There is a countervailing rule to plan around: only one active S15 equipment award is permitted per institution at a time, and an institution that received an award in the prior fiscal year generally cannot reapply until the previous award is fully closed out by the submission date. Most research offices treat S15 as a limited submission with one or two internal tickets. If your institution already holds an S15, the FY2028 competition may be the next real opening — which is precisely why an eleven-month forecast lead is useful rather than academic.

The Deadline That Is Actually Live Right Now

PAR-28-060 is a 2027 application. PAR-24-259 is a 2026 one, and its final receipt date is September 25, 2026 — under a month away. The ceiling is $350,000 in direct costs, the project period is one year, eligibility runs to domestic academic public and private institutions and domestic nonprofits, and cost sharing is neither required nor expected.

Anyone who reads the forecast and decides to wait for FY2028 is skipping a live competition and then waiting two years for money. The better sequence is to submit into the current cycle under the narrower operations-focused scope, and use the forecast to shape the pipeline behind it: identify the small instrument with a physical or biomaterial output that would not qualify today but plainly will in 2027, and start building the usage case now.

What a Competitive S15 Package Has to Prove

Reviewers of shared-resource applications are evaluating a facility, not a hypothesis. Three things carry disproportionate weight.

Breadth of user base, documented. Not a claim that the core serves the campus — a table of investigators, departments, projects, and hours, with the funding source of each user project listed even when that source is institutional. The FAQ's language about broad benefits that support and enhance biomedical research activities is the standard being applied.

Sustainability past the grant year. ORIP expects a five-plus-year maintenance and usage horizon on a one-year award. Service contracts, consumables, staffing, and calibration have to be committed by the institution in writing, with names and dollar figures.

A defensible boundary argument. Every S15 application should state plainly why the requested item is not an S10 instrument. Applications die on this line. If the equipment produces conventional digital research data, it belongs in an S10 submission; the forecast's new physical, chemical, or biomaterial outputs language exists precisely to give borderline items a home, and applicants should invoke it explicitly once PAR-28-060 is live.

The Signal Underneath the Forecast

Sixteen awards against a national field of core facilities is not a large program. But ORIP posting an FY2028 forecast in August 2026, with a widened title and a lowered floor, is a stated intention about where research infrastructure dollars are heading: toward smaller, faster, more distributed capital purchases at institutions outside the top NIH funding tier, and toward instruments that fabricate biological and chemical material rather than instruments that read it.

For a PI at an institution with a good core facility and thin NIH density, that is one of the few capital mechanisms in the federal portfolio where the eligibility rules are not stacked against you.
