USDA's $25 Million Value-Added Producer Grants Open Now

The USDA Rural Development has opened applications for the 2026 Value-Added Producer Grant (VAPG) program, making approximately $25 million available to help agricultural producers develop higher-value products and expand market access.

Applications are being accepted through 1:00 p.m. ET on April 22, 2026.

Two Grant Tracks for Different Stages

The program offers two distinct funding paths. Planning grants provide up to $50,000 for feasibility studies, business plans, and marketing strategies. Working capital grants go up to $200,000 to cover processing costs, packaging, advertising, inventory, and staff salaries needed to bring value-added products to market.

Both tracks require a 1:1 matching contribution — meaning applicants must demonstrate they can match every federal dollar with their own cash or eligible in-kind resources. This requirement is the most common stumbling block for first-time applicants.

What Counts as Value-Added

USDA defines value-added broadly. Eligible activities include transforming raw commodities into processed products (turning milk into cheese, for example), marketing agricultural products with distinct identity-preserved characteristics, or producing renewable energy from agricultural resources.

Independent producers, farmer cooperatives, agricultural producer groups, and majority-controlled producer-based business ventures are all eligible. Beginning farmers, socially disadvantaged farmers, veteran farmers, and operators of small or medium-sized family farms receive priority scoring.

How to Strengthen Your Application

Applicants should start by contacting a USDA Rural Development program official in their state to review requirements before submitting. Past VAPG recipients report that applications with strong market research and clearly defined customer segments score highest.

The program has a strong track record — it has funded thousands of agricultural enterprises since inception, helping producers capture more of the retail value chain.
