Grants and Funding Opportunities in Arizona

Arizona provides a diverse array of grant funding opportunities through state agencies, commissions, and public-private partnerships that serve nonprofits, local governments, small businesses, and community organizations. The Arizona Commerce Authority (ACA) leads the state's economic development grant programs, offering deal-closing grants to attract and retain businesses, the AZ FAST Grant for federal technology commercialization, and the California Regional Initiative for Social Enterprises (CA RISE) equivalent programs supporting employment social enterprises. The Arizona Department of Economic Security administers the Community Services Block Grant program, with its 2025-2026 plan currently supporting poverty-reduction efforts statewide. The Arizona Grants Portal and individual agency websites serve as primary discovery points for available funding.

Arizona's cultural and community development sector benefits from robust funding through the Arizona Commission on the Arts, which offers Creative Capacity Grants of up to $30,000 for general operating support to arts organizations, Creative Youth Grants for young artists, and the Arizona Arts Education Program. Arizona State Parks and Trails administers recreation grants for trail construction, playground development, and accessibility improvements in partnership with federal, state, county, and tribal governments. The Historic Route 66 Grant Program provides funding specifically for preservation and promotion projects along Arizona's stretch of the historic highway. The Arizona Department of Public Safety manages law enforcement and public safety grants, while the Arizona Department of Education distributes both state and federal grants for career and technical education programs.

Small businesses and nonprofits in Arizona can access several targeted funding streams. The AZ FAST Grant through the Arizona Commerce Authority supports businesses commercializing federally funded technology. The state received $7.9 million from the U.S. Treasury's State Small Business Credit Initiative, fueling programs like Moonshot and DreamBuilder that expand training for women and underserved entrepreneurs through Small Business Development Centers. The Arizona Community Foundation offers competitive grants across multiple focus areas, and the California Community Reinvestment model has inspired similar Arizona programs supporting community-based organizations. The Local Border Support Fund provides competitive grants to cities, towns, and counties near the border for law enforcement and public safety costs. Organizations should check the Arizona Commerce Authority website and the Arizona Grants Portal for the most current application cycles and deadlines.

The NOAA Coral Reef Conservation Program (CRCP) invites applications for the establishment of two Reef Research Coordination Institutes (RRCIs) through cooperative agreements to support the research, restoration, and management of shallow-water coral reef ecosystems within the U.S. states and territories. The two RRCIs will be to be known as the “Atlantic Reef Research Coordination Institute'' and the “Pacific Reef Research Coordination Institute'' and will hold this designation for an initial five (5) year period of performance and may be renewed for up to another five (5) years without competition. NOAA CRCP anticipates that up to $4,500,000 may be available annually for distribution between the two RRCIs. The actual annual funding will be based on 1) CRCP annual appropriations, 2) current and future national and state priorities, 3) the quality of projects proposed and selected during the negotiations, and 4) the satisfactory progress in achieving the stated goals described in project proposals. Applicant organizations must complete and maintain three registrations to be eligible to apply for or receive an award. These registrations include SAM.gov, Grants.gov, and eRA Commons.
