Grants and Funding Opportunities in Florida

Florida maintains one of the largest and most diversified state grant funding ecosystems in the nation, reflecting its position as the third most populous state and one of the fastest growing. Major state agencies administering grants include FloridaCommerce (formerly the Department of Economic Opportunity), the Florida Department of State's Division of Arts and Culture, the Florida Department of Environmental Protection, the Florida Department of Education, and the Florida Department of Health. The state's grant programs span a remarkably wide range of priorities, from climate resilience and coastal adaptation to arts education, workforce development, small business growth, and public health. With over $1 billion distributed through the Resilient Florida Program alone in the past five years, Florida demonstrates a significant and sustained commitment to funding community-level initiatives through competitive grant programs.

For economic development and small business support, FloridaCommerce administers the Florida Job Growth Grant Fund, which provides up to $500,000 for workforce training and public infrastructure projects that create jobs. The State Small Business Credit Initiative, with over $488 million in federal funding through the U.S. Treasury, has provided more than $250 million in loans and investments to over 220 small businesses. The Florida Department of State operates the DOS Grants system, which serves as the central portal for grants across the Divisions of Arts and Culture, Elections, Historical Resources, and Library and Information Services. The Division of Arts and Culture offers multiple grant categories including General Program Support for cultural organizations, Specific Cultural Projects grants, Cultural Facilities funding, and Arts in Education programs that support partnerships between arts organizations, social service agencies, and schools.

Florida's environmental grant programs are particularly notable, anchored by the Resilient Florida Program administered by the Department of Environmental Protection. This program provides grants to counties, municipalities, and regional resilience entities for vulnerability assessments and adaptation projects addressing flooding and sea level rise, now funded through the Seminole gaming compact revenue. The Florida Recreation Development Assistance Program offers up to $200,000 for local governments to develop or acquire land for public outdoor recreation. The Department of Health administers grants like the Cinotti Health Care Screening and Services Grant Program, which funds nonprofits expanding access to no-cost health screenings and services. The Florida Department of Education provides career and adult education funding opportunities for workforce programs. Together, these programs make Florida one of the most grant-rich states in the country for organizations of all sizes and missions.

FY 2025-2029 Reef Research Coordinating Institute Designation and Cooperative Agreements

The NOAA Coral Reef Conservation Program (CRCP) invites applications for the establishment of two Reef Research Coordination Institutes (RRCIs) through cooperative agreements to support the research, restoration, and management of shallow-water coral reef ecosystems within the U.S. states and territories. The two RRCIs will be to be known as the “Atlantic Reef Research Coordination Institute'' and the “Pacific Reef Research Coordination Institute'' and will hold this designation for an initial five (5) year period of performance and may be renewed for up to another five (5) years without competition. Applicants must be previously designated as a Coral Reef Research Center by the CRCP in 2024. The selected RRCIs must be able to work across a variety of areas including conducting research, supporting ecological research and monitoring, building capacity within jurisdictional resource management agencies, translating research findings to management and restoration practices, and conducting public education and awareness programs. Building capacity in the jurisdictions may include a variety of actions such as supporting personnel, providing training on jurisdictional driven topics, and/or managing a national fellowship program. NOAA CRCP anticipates that up to $4,500,000 may be available annually for distribution between the two RRCIs. The actual annual funding will be based on 1) CRCP annual appropriations, 2) current and future national and state priorities, 3) the quality of projects proposed and selected during the negotiations, and 4) the satisfactory progress in achieving the stated goals described in project proposals.
