When the White House put a number on the Genesis Mission on July 22, 2026, it was larger than most observers expected: more than $5 billion in federal commitments, 278 selected projects, and participation from over 15 federal agencies. Launched by executive order in November 2025 as a national effort to "harness AI for science," Genesis had spent its first eight months as an ambitious framing document. The July announcement turned it into one of the largest coordinated research mobilizations in recent memory — and made it a live funding target rather than a policy aspiration.
The comparison the administration keeps reaching for is the Manhattan Project and Apollo. Why this is a different kind of opportunity

The national-security and industrial-strength lanes are worth flagging for small businesses. Semiconductors, biology scaling, and threat detection map directly onto SBIR/STTR topics that DOE, the Department of War, and DHS are already issuing. Positioning for the next wave

Map your capability to the five priorities in the agencies' own language. A proposal that explicitly connects its aims to healthcare, energy affordability, industrial strength, discovery frontiers, or threat detection — and names the priority — is easier for a reviewer operating under Genesis guidance to champion.
Design for the platform, not around it. Because the American Science and Security Platform is the intended access point for data and compute, proposals that show how they'll use shared national-lab infrastructure — rather than requesting a duplicate stack — align with how DOE wants the money spent.
