226 Proposals, $664M Requested, $105M Available — and Then a Defense Agency Showed Up. How Screwworm Became a Cross-Agency Funding Vertical.

The New World screwworm Grand Challenge received 226 proposals asking for roughly $664 million. USDA had about $105 million. Forty projects were funded.

Those numbers describe a research community that mobilized faster than the money did — a 17.7% proposal success rate and a funding rate near 16% of dollars requested, which puts the competition somewhere between an NIH R01 cycle and a bad year at NSF. What they do not describe is the more interesting development: as of September 2, 2026, screwworm money is no longer a USDA story. It is a cross-agency vertical, and the eligibility rules differ at every door.

How a livestock pest became a national program

Cochliomyia hominivorax was eradicated from the United States in 1966 and held south of a sterile-fly barrier in Panama for decades. That barrier failed. The parasite worked north through Central America and into Mexico, and USDA began spending against it well before it crossed the border.

Between FY2024 and May 2026, USDA obligated approximately $1 billion in emergency funding for screwworm activities, most of it drawn from Commodity Credit Corporation authority rather than appropriated grant accounts. The sequence is worth understanding because it explains where the competitive money came from and where it did not. Roughly $109 million moved in December 2023 in response to detections in Panama. About $165 million followed in December 2024 for surveillance, border preparedness, sterile fly production, and international response in Mexico and Central America. A further $21 million in May 2025 converted an existing fruit fly production facility in Metapa, Mexico into sterile screwworm fly production, targeted at 60 to 100 million sterile flies per week.

Then the barrier stopped being theoretical. On June 3, 2026, APHIS confirmed a New World screwworm detection in a bovine in Zavala County, Texas. On June 8, USDA confirmed additional detections in Texas and New Mexico — in a dog, a calf, and a goat.

Thirteen days after that, on June 16 and 17, 2026, USDA announced the Grand Challenge awards: about $105 million across 40 projects, with two more USDA-funded projects already underway. Secretary Brooke Rollins framed them as representing "the creativity, scientific rigor, and determination we need to reinforce our existing efforts."

What the Grand Challenge actually bought

The portfolio organizes around four priorities, and the distribution tells you where USDA thinks the technical risk sits.

Enhanced sterile fly production is the capacity constraint on the entire eradication strategy. Sterile insect technique only works if you can flood a zone with enough sterilized males to outcompete wild ones, and current production runs on cobalt-60 gamma irradiation — a radioactive source with supply, security, and siting problems that get worse as you scale. Texas A&M AgriLife Research is running a separately funded Grand Challenge project assessing electron beam (eBeam) sterilization as a nonradioactive alternative for screwworm pupae. If eBeam validates, it changes where and how fast new production facilities can be built.

Novel traps and lures address the detection gap. Therapeutics and treatments address animals already infested. Preparedness and response tools cover repellents, ecological modeling, and wildlife surveillance — the last of which matters because screwworm does not respect the livestock/wildlife boundary that most animal-health surveillance is built around.

Texas institutions did well, which is unsurprising given proximity and existing infrastructure. Texas A&M AgriLife was selected to lead seven proposals and contribute to seven more — 14 projects in total.

The topic that changes the map

On September 2, 2026, DARPA pre-released DPA26BZ06-DV024, "New World Screwworm Networked Detection, Identification, and Surveillance System," as part of Release 6 of the FY26 Department of War SBIR Broad Agency Announcement.

It is a Direct-to-Phase-II topic paying $1,100,000 over a 12-month base with two sequential $500,000 six-month options — $2,100,000 across 24 months if fully exercised. It opens September 23, 2026 and closes October 21, 2026 on DSIP.

What DARPA wants is narrow and concrete: an autonomous, networked insect trap that detects and identifies screwworm flies on board — no technician driving a route to service it, no samples shipped to a laboratory for confirmation. The performance axes named in the topic are detection and identification accuracy, system reliability, low maintenance, and long unattended operation. The economic case is stated in the topic itself: screwworm re-entry into the United States could cost U.S. cattle producers $732 million per year.

DARPA's involvement is not new as of this month — the agency previously transported a sterile insect technique radiator with Panamanian partners as part of the U.S. response. But a standing SBIR topic is a different kind of commitment than a logistics assist, and it opens a door that the USDA competitive process does not.

Four doors, four eligibility regimes

This is where most organizations misread the landscape, because they know about one stream and assume it is the only one.

CCC emergency transfers are the largest pot by an order of magnitude and are almost entirely inaccessible through the front door. This money moves by Secretarial determination into operational activities — sterile fly production, border preparedness, international response, surveillance staffing. There is no NOFO, no competition, and no application. Organizations that want a piece position themselves as operational partners and cooperators, typically through existing APHIS relationships, not by watching Grants.gov.

USDA competitive research — the Grand Challenge and the NIFA lines around it — is where universities and agricultural experiment stations compete, and the observed odds are roughly one in six. The evidence bar is scientific rigor and relevance to the four priorities. Nothing about that door favors a for-profit sensor company with no animal-health publication record.

DARPA SBIR DV024 is the door that is open right now and that almost nobody in the agricultural research community will walk through. It is restricted to small businesses. It rewards edge machine learning, low-power embedded systems, mesh networking, and unattended field reliability — capabilities that live in defense and industrial IoT companies, not in entomology departments. A team that has built autonomous environmental sensors for any other application is closer to responsive on this topic than a screwworm expert with no hardware. The strongest bids will be exactly that pairing: a sensing company with a Direct-to-Phase-II-quality prototype, teamed with an entomologist who can defend species-level discrimination against the dozens of confusable blowflies that will land in the same trap.

State extension and cooperative programs form the fourth layer — Cooperative Extension offices are already distributing screwworm sample kits and detection guides in affected states. These are small dollars, but they are also the fastest path to field-validation sites and producer access, which is precisely what a DARPA proposal needs to make its transition story credible.

What to do about it before October 21

If you are a small business with sensing or edge-inference capability, the honest question this week is whether you can document a Direct-to-Phase-II-grade prototype and get a technical question to SBIR_BAA@darpa.mil before the October 14, 2026 cutoff. Six weeks is enough to write the proposal; it is not enough to build the evidence package from nothing.

If you are a university team that missed the Grand Challenge cut, the useful read of a 17.7% success rate is not that the door closed. It is that USDA received $664 million in credible demand against $105 million of supply, in a program area where the underlying emergency has since worsened — the first domestic detections arrived after most of those proposals were written. That is the profile of a funding line that grows, and the reviewers' comments on your declined proposal are the cheapest intelligence you will get about what the next round wants.

And for everyone: the four streams have different clockspeeds. Emergency money moves in weeks by determination. SBIR moves in a monthly release cadence with 90-day selection. Competitive research moves on an annual cycle. Extension moves continuously. An organization tracking only the one it is accustomed to will keep discovering opportunities after they close — which is the specific failure mode Granted exists to prevent.
