NSF Deleted the Chemistry Deadline and Replaced It With a Quota. Two Proposals a Year — and Being Senior Personnel on a Colleague's Grant Burns One of Them.

Every chemistry PI in the country now has an annual allowance. Most of them do not know it, because it is not in the press release, and it is not in the headline number.

The headline number is $150 million across roughly 300 awards in NSF 26-519, MPS Chemistry Research Programs — one of the twelve solicitations NSF dropped on August 17, 2026 as part of its $1.5 billion foundational research reset. The reset's celebrated feature is that the deadline is gone. Chemistry proposals are accepted anytime starting September 1, 2026.

Buried further down is the sentence that will actually govern behavior:

"Beginning Sept. 1, 2026, and annually thereafter, no more than two proposals per year may list the same individual as either PI, co-PI or senior/key personnel."

Read that phrase again — or senior/key personnel. NSF did not remove the constraint on chemistry submissions. It moved the constraint off the calendar and onto the person, and then it defined "the person" far more broadly than anyone submitting to NSF is used to.

The clause that counts other people's proposals against you

Under the old regime, a proposal limit — where one existed at all — typically counted you as PI or co-PI. That is a role you negotiate deliberately. You know when you are taking it.

Senior/key personnel is different. It is the designation a colleague gives you when they need a letter of collaboration to carry weight, when your instrument is central to their aims, when your expertise in a technique fills a gap a reviewer would otherwise flag. It costs you an hour of consultation and a biosketch. Historically it cost you nothing else.

Starting September 1, 2026, in chemistry, it costs you half your annual capacity.

The mechanics compound in a way worth spelling out. Suppose you are a synthetic chemist with an active collaboration network. In October you agree to be senior personnel on a computational colleague's proposal because their theory needs your compounds. In January you agree again for a colleague at another institution whose measurement aims depend on your synthesis. It is March, you have written nothing, you have submitted nothing under your own name — and your chemistry quota for the year ending August 31, 2027 is fully consumed.

NSF's enforcement is not a warning. Proposals exceeding the limit "will be returned by NSF without review." There is no panel, no reviewer feedback, no partial credit. You lose the writing time and the cycle.

There is one more condition layered on top. NSF specifies that if two proposals list the same individual, at least one of those two must be a multi-investigator or collaborative proposal. You cannot spend your allowance on two solo single-PI submissions. The agency is not merely rationing submissions; it is steering the composition of what gets submitted toward team science.

The quota map nobody has published

Here is where this stops being a chemistry story and becomes a structural one. NSF applied per-person limits across the new core solicitations with no consistency whatsoever — different counts, different clocks, different definitions of who counts, and in most divisions no limit at all.

Three things fall out of that table immediately.

Materials is the tightest program in the package. NSF 26-521 permits one proposal per fiscal year listing you as PI or co-PI, and that single slot has to cover eight consolidated programs — Biomaterials, Ceramics, Condensed Matter and Materials Theory, Condensed Matter Physics, Electronic and Photonic Materials, Metals and Metallic Nanostructures, Polymers, and Solid State and Materials Chemistry — plus related mechanisms including GOALI, RUI, CDS&E and international collaborations. Materials researchers who previously submitted to two different divisional programs in the same year, treating them as separate competitions, no longer can. They are now one competition with one ticket.

The clocks do not line up. Chemistry runs September 1 to August 31. Materials starts October 1 on the federal fiscal year. If your work sits at the chemistry–materials boundary — solid-state materials chemistry, polymer synthesis, nanochemistry — you are managing two overlapping quotas on two different calendars with two different definitions of what consumes them. There is no single date on which your slate resets.

Physics, math, astronomy, geosciences and biology have no cap at all. Physics merely "strongly encourages" single submission for co-review rather than parallel proposals to multiple programs. That is advice. Chemistry's rule is enforcement. Two adjacent MPS divisions, same directorate, same month, opposite regimes.

Why the cap exists, and what it tells you about the queue

Rolling submission has an obvious failure mode, and NSF clearly anticipated it. Remove the deadline and the rational individual strategy is to submit more often — there is no longer a cost to trying, no window you missed, no reason not to float three ideas and see which lands. Multiply that across a discipline and the queue floods. Program officers drown, review capacity collapses, and time-to-decision stretches past the point where rolling submission is a benefit to anyone.

The quota is the pressure valve. NSF is trading a calendar constraint for a volume constraint, and in the divisions where it expects the flood to be worst it is regulating hardest.

Which tells you something useful about the odds. Chemistry's $150 million against 300 awards works out to roughly $500,000 per award — across a typical three-to-five-year project, somewhere near $100,000 to $165,000 per year. Materials runs about $333,000 to $500,000 per award. These are not lab-sustaining grants; they are, as the pattern across this whole package shows, thread-funding. The cap does not make an individual proposal more likely to succeed. It reduces how many shots you get at a number that was already tight.

Allocating a quota you did not know you had

The practical response is that chemistry and materials researchers now have to run submission planning as a portfolio exercise rather than a calendar exercise, and it starts with a conversation nobody has had to have before.

Audit your senior-personnel commitments before September 1. Every colleague who has penciled you in as key personnel on a chemistry proposal for the coming year is spending your allowance. Find out who they are now. This is not a reason to refuse collaboration — it is a reason to make the trade explicit, because right now most of your collaborators do not know the rule exists either.

Decide which of your two chemistry slots is the collaborative one. The requirement that at least one of two proposals be multi-investigator or collaborative means you cannot defer this. If you want two shots, one of them is a team proposal by construction. Build the team early rather than retrofitting a collaboration onto a solo idea in month eleven.

For materials, pick the program before you write. Consolidation means the eight former program lines are now one solicitation and one annual slot. The internal targeting decision — which subfield's reviewers see this — used to be recoverable by submitting elsewhere next cycle. Now it is the whole year.

Treat the target date as the real deadline anyway. "Accepted anytime" does not mean "reviewed anytime." Astronomy makes this explicit with a November 16, 2026 target and a standing third-Monday-in-November date thereafter, and warns that proposals arriving later "may be reviewed in the following fiscal year." Chemistry and materials operate on program-specific target dates that govern which panel sees your work. A proposal that misses the target does not get rejected; it gets postponed, which for a lab with a graduating student is functionally the same thing.

Talk to the program officer earlier than you ever have. Under deadlines, your leverage lived in the document. Under rolling review with a hard personal cap, a meaningful share of it moves to the conversation that happens before you spend one of two annual tickets on the wrong framing.

The deadline chemistry PIs built their year around is gone. What replaced it is scarcer, harder to see, and spends itself when a colleague adds your name to a document you did not write — which makes the next few weeks, before the September 1 clock starts, the most valuable planning window the discipline has had in years.
