On July 21, 2026, the White House Office of Science and Technology Policy released a document explicitly written to replace it: Science: A New Golden Age. Paired with a budget memo co-signed by OSTP Director Michael Kratsios and OMB Director Russ Vought, it proposes the most sweeping structural change to federally funded research in eight decades — and it moves the center of gravity away from the institutions that have held it since 1945.
