## Previous Grant Cycles -- Now Closed ## 2025-2027 Annual Grants In 2023, the North Carolina General Assembly allocated recurring funding to the North Carolina Human Trafficking Commission (“Commission”) in House Bill 259, Session Law 2023-134. Specifically, Section 16. 23.
(a), appropriates recurring funds to the Commission to develop and implement a grant program to provide funds to eligible organizations providing direct services to victims of human trafficking. According to this statute, grantees will receive no more than $50,000 in each State fiscal year. * Grants will be awarded through a competitive process.
* Grant maximum is $100,000 per applicant. Only $50,000 may be awarded per applicant in a single year. If selected for award, agencies will provide their budget for the second year at a later time.
* Grant period of performance is July 1, 2025 – June 30, 2027. * Applications will **only** be accepted through the electronic grant management system. A link to the system can also be found within the Request for Proposal and the Grant Management System Instructions.
* Awarded agencies must comply with all reporting requirements in § 7A-354. 1 and in the Terms and Conditions. * Domestic Violence and Sexual Assault Agencies certified through G.
S. 50B-9 and/or G. S.
143B-394. 21 are not eligible to apply for this funding by statute. **Grant applicants shall satisfy all of the following:** * Be a nonprofit corporation.
* Provide direct services to victims of human trafficking, which may include case management, client safety, client well-being, and other services, including health, transportation, housing, education, and employment assistance. * Be ineligible for a grant under the provisions of G. S.
50B-9 and G. S. 143B-394.
21 * **Submit through the electronic grant management system a complete application with all required attachments by midnight on April 25, 2025.

Specifically, Section 16. 23. (a), appropriates in the 2024-2025 fiscal year, five hundred thousand dollars ($500,000) in recurring funds to the Commission to develop and implement a grant program to provide funds to eligible organizations providing direct services to victims of human trafficking.
* Grants will be awarded through a competitive process. * Grant maximum is $50,000 per applicant. * Grant period of performance is July 1, 2024 – June 30, 2025.
* Applications will **only** be accepted through a new electronic grant management system. A link to the system can be found within the Request for Proposal and the Grant Management System Instructions. * Awarded agencies must comply with all reporting requirements in § 7A-354.

_The example exceeds the $50,000 maximum but serves as a tool to give examples of line items and categories. _ ## Section 16. 20 (A): Grants for Nonprofit Organizations Providing Services to Victims of Human Trafficking The sum of $3,260,000 in nonrecurring funds for the 2021-2022 fiscal year shall be used to award and administer grants to organizations that provide direct services to victims of human trafficking.
The Commission shall develop the grant program and, in consultation with the North Carolina Council for Women and Youth Involvement, establish program guidelines. * Only the 23 nonprofit organizations named are eligible to participate in the grant program through an application process. * Agencies must submit a proposal to include seven items and any additional items that the HTC deems appropriate.
* There are reporting requirements for the agencies and the HTC. * Agencies to comply with all reporting requirements in G. S.
143C-6-23. * HTC expects there will be additional reporting requirements. * Funds issued in 2021-2022 in one (1) lump sum.
* Funds issued in 2022-2023 are quarterly. Section 16. 20A is now closed for applications.

(Cry Freedom Missions) * Five 14 Revolution, Inc. * Help, Incorporated: Center Against Violence * Ministry Seven (Hendersonville Rescue Mission) * Hyde County Hotline, Inc. * THE OUTER BANKS HOTLINE, INCORPORATED * Randolph County Family Crisis Center, Inc. * Resources, Education, Assistance, Counseling and Housing of Macon County, Inc. (REACH of Macon and Jackson) * The Salvation Army (Salvation Army Project Fight) * Onslow County Partnership for Children, Inc. (The One Place Child Advocacy Center) * World Relief Corporation of National Association of Evangelicals (World Relief Triad) Each grantee shall submit to the Commission a detailed proposal of its human trafficking service program which shall, at a minimum, include all of the following: 1.
A description of the geographic area the organization serves and the needs of victims of human trafficking in that area. 2. A plan to address the needs of victims, including the goals and objectives of each proposed initiative.
3. The time line for implementing each proposed initiative to achieve the desired objective and the names of any partners with whom the organization will be working and the role of those partners in the proposed initiative. 4.
A list of the specific services each proposed initiative will deliver, which may include case management, client safety, client well-being, and other services, including health, transportation, housing, education, and employment assistance. 5. The anticipated planning and administrative costs for each proposed initiative, sorted by type, including staffing, fixed costs, contracts, and information technology.
6. A description of the organization's capacity to implement its plan to address the needs of victims, including the organization's staffing level, systems, partnerships, existing funding, and existing programs. 7.
A description of the applicant's plans and capability to continue each proposed initiative beyond June 30, 2023, if the applicant plans to do so. 8. Any additional information deemed appropriate by the Commission.

20 (B): Grants to Develop, Strengthen, or Expand Human Trafficking Victim Service Programs The sum of $1,140,000 in nonrecurring funds for the 2021-2022 fiscal year shall be used to develop, strengthen, or expand human trafficking victim service programs. These funds shall be allocated as follows. * Pass through grants to two (2) named agencies upon completion of proposal process.
* Agencies must submit a proposal to include seven items and any additional items that the HTC deems appropriate. * Compassion to Act, Inc: $250,000 * North Carolina Institute Against Human trafficking: $320,000 * There are reporting requirements for the two agencies and the HTC.
* Funds shall be disbursed to each grantee at the discretion of the Human Trafficking Commission, based on a risk assessment and approval of an organization's financial reports, and only after the grantee has submitted a complete detailed proposal. **View more detailsand technical corrections**. Each grantee shall submit to the Commission a detailed proposal of its human trafficking service program which shall, at a minimum, include all of the following: 1. 21: Competitive Grants for Nonprofit Organizations Providing Services to Victims of Human Trafficking The sum of $4,400,000 in nonrecurring funds for the 2021-2022 fiscal year shall be used to develop and implement a grant program to provide funds to eligible organizations for economic assistance and to enhance services to victims of human trafficking. * Grants will be awarded through a competitive process.
* There are reporting requirements for the agencies and the HTC. * Agencies to comply with all reporting requirements in G. S.
143C-6-23. * HTC expects there will be additional reporting requirements. * Domestic Violence and Sexual Assault Agencies are not eligible to apply in this section.
Section 16. 21 is now closed for applications. * Be a nonprofit corporation.

21. * Agencies cannot apply for this round two of funding under Section 16. 21(c) of the Appropriations Act if already awarded grant funding in round one.

22: Facility Improvement Grants for Organizations that Provide Services to Victims of Domestic Violence and Sexual Assault The sum of $4,800,000 in nonrecurring funds shall be used to establish a grant program to provide funds to qualifying domestic violence and sexual assault agencies for the purpose of making one-time facility upgrades or undertaking construction projects.
After the first round of funding was awarded, a total of $2,075,586 is remaining to be awarded in a second round. Section 16. 22 Facility Improvements Grant is now closed for applications.
Only organizations that qualify for existing domestic violence or sexual assault grant programs pursuant to G. S. 50B-9and G.
S. 143B-394. 21, respectively, are eligible through North Carolina Council for Women and Youth Involvement to apply.
**Round 2 Section 16. 22 Facility Improvements Grant is now closed for applications. Agencies that applied for Round 2 should expect to hear from the commission by late October.

23: Economic Assistance Funds for Organizations that Provide Services to Victims of Domestic Violence and Sexual Assault The sum of $15,000,000 in nonrecurring funds for the 2021-2022 fiscal year shall be used to reduce the negative economic impact of the COVID-19 pandemic on organizations that provide domestic violence and sexual assault services across the State. The Commission shall allocate the funds as follows: 1.
$7,500,000 to domestic violence organizations across the State eligible to receive grants pursuant to G. S. 50B-9(b).
Eligible grant recipients shall receive an equal amount as provided in G. S. 50B-9(b).
2. $7,500,000 to sexual assault programs and organizations across the State eligible to receive grants pursuant to G. S.
143B-394. 21. Eligible grant recipients shall receive an amount based on the formula provided in G.
S. 143B-394. 21.
3. Period of Performance in grants will be July 1, 2021 – June 30, 2024, with the possibility of extension. Section 16.
