2025 Community Safety RFP

2025 Community Safety RFP is a grant from the City of Seattle Human Services Department that funds organizations providing prevention, intervention, and restoration services to reduce gun violence in Seattle communities. The program, part of the One Seattle Restoration Framework, supports hospital-based intervention, intensive individual services, place-based interventions, school safety programs, and case management. Up to $14.

7 million is available, with initial awards covering April 1 through December 31, 2026, with intent to renew annually through 2029. Eligible applicants are legally constituted organizations meeting HSD's minimum eligibility requirements, particularly those serving residents aged 10-35 and families impacted by gun violence.

CLOSED - 2025 Community Safety RFP - Human Services | seattle. gov CLOSED - 2025 Community Safety RFP Investing in Community Safety The City of Seattle Human Services department (HSD) Safe and Thriving Communities (STC) Division is investing in a continuum of services supporting people and communities in Seattle that are directly involved in, and impacted by, gun violence.

This RFP is a key component of the One Seattle Restoration Framework , a comprehensive approach to ensure that everyone, in every neighborhood, is safe and feels secure. Through this RFP, HSD will select organizations to provide services across a continuum of prevention, intervention, and restoration strategies with the goal of further reducing gun violence.

HSD recognizes that lasting community safety cannot be achieved through a single approach, therefore, this RFP will invest in a service model comprised of the following three strategies: Intervention Services to concentrate services in places and for people involved in the majority of gun violence in Seattle through the following: Hospital-based intervention Intensive individual services Place-based interventions School Safety Services to improve students’ sense of safety; and Supportive Services to provide case management and resource navigation to participants Up to $14,700,000 is available through this RFP.

Initial awards will be made for the contract period of April 1, 2026 through December 31, 2026. While it is HSD’s intention to renew agreements resulting from this funding opportunity on an annual basis through the 2029 program year, future funding will be contingent upon provider performance and funding availability.

We welcome applications from any legally constituted entity that meets the standard HSD Agency Minimum Eligibility Requirements and any additional requirements outlined in the Guidelines and Application. How We Evaluate Applications Eligible applications are reviewed by a rating panel made up of subject matter experts and individuals with lived experience.

Proposals will be evaluated against the rating criteria listed next to each section of questions in the application. Highly rated proposals will describe how the organization will meet all rating criteria. At this time, HSD only has capacity to accept applications in English.

The in-person session will be held on Tuesday, September 30, 2025, from 10:00am-12:00pm (PDT) at the El Centro De La Raza Centilia Cultural Center located at 1660 S Roberto Felipe Maestas Festival Street, Seattle, WA, 98144.

The virtual session will be held on Thursday, October 2, 2025, from 2:00pm-4:00pm (PDT) through Microsoft Teams , which will be recorded and made available on this webpage. Any organization interested in learning more about this RFP is encouraged to attend one of these sessions and ask questions.

Attendance is not required. The Last Day to Submit Questions will be Monday, November 3, 2025 by 5:00pm (PDT). HSD will not provide individual notice of changes; and applicants are responsible for regularly checking this web page for answers to questions, process updates, clarifications, or amendments.

HSD will not pay for any costs that organizations may incur while they are preparing their application, providing information requested by HSD, or participating in the selection process. Communities Rise is contracted to provide free consultation to give applicants feedback on draft proposals for the 2025 Community Safety RFP.

The consultant can help with explaining the application, framing the application, and brainstorming potential responses to the application questions.
