2025 HOME-ARP NCS NOFO | Georgia Department of Community Affairs The Georgia Department of Community Affairs (DCA) and the Georgia Housing Finance Authority (GHFA) are posting the 2025 Non-Congregate Shelter (NCS) Notice of Funding Opportunity (NOFO).
Non-Congregate Shelters for the Four Qualified Populations (QPs) under the Home Investment Partnership Program-American Rescue Plan (HOME-ARP); and Optional Non-Congregate Shelter Supportive Services Funding This funding opportunity aligns with DCA’s strategic goal to align new and existing resources to strengthen pathways along the housing continuum.
Projects awarded under this NOFO will be eligible to receive: A funding award in the form of a cost reimbursement grant for the new construction of a Non-Congregate Shelter (NCS) or acquisition and/or rehabilitation of existing structures (such as motels, nursing homes, etc.) to be converted into a Non-Congregate Shelter, and An optional Supportive Services Funding Award in the form of a cost reimbursement grant to support housing stability for Qualifying Populations (QPs) in the Non-Congregate Shelter which must be spent by January 1, 2030.
