2025 Title I, Section 1003 School Improvement Grant – Planning | New York State Education Department New York State Education Department Freedom of Information (FOIL) Bilingual Education & World Languages Career & Technical Education Diversity, Equity, and Inclusion Every Student Succeeds Act (ESSA) Office of the Professions Teacher and Leader Development Vocational Rehabilitation Standards and Instruction Career and Technical Education Educational Design and Technology Standards and Instruction Office of State Assessment New York State Alternate Assessment (NYSAA) English as a Second Language Tests Certification & Licensing Pupil Personnel Services Staff Business and Program Accounts Help Pupil Transportation Services Religious and Independent School Support Data Privacy and Security Requests for Qualifications 2025 Title I, Section 1003 School Improvement Grant – Planning Grant Announcement/Instructions 2025 Title I, Section 1003 School Improvement Grant – Planning (PDF Version) 2025 Title I, Section 1003 School Improvement Grant – Planning (Word Version) Purpose of 2025 Title I, 1003 SIG (Planning) Funds Section 1003 of the Elementary and Secondary Education Act (ESEA) requires that State Education Agencies allocate funds to LEAs for Target Districts and schools identified for Comprehensive Support and Improvement (CSI), Additional Targeted Support and Improvement (ATSI), and Targeted Support and Improvement (TSI) to support the development and implementation of their individual district and school continuous improvement plans.
The 2025 Title I, 1003 SIG Planning funds are provided to support the planning and development of the 2025–2026 district and school improvement plans as required under the ESEA.
District-Level Improvement Plan Development The following districts are eligible for 2025 Title I, 1003 SIG Planning funding to support the development of the district-level improvement plan: Newly Identified Target Districts The following districts are not eligible for 2025 Title I, 1003 SIG Planning funding to support the development of the district-level improvement plan: Previously Identified Target Districts* School-Level Improvement Plan Development Districts with the following schools are eligible for 2025 Title I, 1003 SIG Planning funding to support the development of school-level plans: Schools Previously Identified for Local Support and Improvement (LSI) that now have at least one subgroup in TSI Districts with the following schools are not eligible for 2025 Title I, 1003 SIG Planning funding to support the development of school-level plans: Districts that only have schools identified for LSI Schools identified for LSI, ATSI*, or CSI* Schools newly identified for TSI that were identified for ATSI last year* Schools re-identified for TSI* *Re-Identified Target Districts, and Schools that began the 2024–2025 SY in the TSI, ATSI or CSI support model and remain identified should access the 2024-25 Title I, 1003 SIG Basic funding to support the development of their 2025–2026 improvement plans.

Completed applications are due by March 14, 2025 and will be reviewed on a rolling basis. LEAs are encouraged to submit as soon as possible to expedite the review and approval process of 2025 SIG Planning funds. Detailed instructions are available in the grant announcement/instructions files above.
