2025 Tribal Multifamily Finance Super Notice of Funding Availability is sponsored by Department of Housing and Community Development. The Department announces the availability of approximately $50 million in funds available through this first round of the Tribal Multifamily Finance Super Notice of Funding Availability (Tribal MFSN).
This NOFA makes funds more easily accessible to Tribes and Tribal Entities and provides flexible options to address the unique needs of Indian communities to achieve better outcomes in health, climate, and household stability. Rather than utilizing a set-aside within the standard MFSN Program, this NOFA operates independently and is tailored to meet the specific affordable housing needs of California Tribes.
Funds offered under this NOFA and the criteria specified herein are available solely and exclusively to eligible Tribal Entities. This NOFA provides forgivable loans to assist with the new construction, rehabilitation, and conversion of permanent and transitional rental housing for lower income households.
This NOFA also provides grants for the construction, rehabilitation, demolition, relocation, preservation, or other physical improvement of parks, water, sewer, or other utility service, streets/ roads, adaptive reuse, transit station structured parking and facilities, facilities that support pedestrian or bicycle transit, sidewalk improvements. A One-Stop Shop for Affordable Housing Developers The California Department of Housing and Community Development (HCD), in accordance with Assembly Bill 434 (Chapter 192, Statutes 2020) , is working to make our Multifamily Housing Program funds accessible to more developers and communities, more equitable in serving the lowest-income Californians, and more targeted toward achieving better outcomes in health, climate, and household stability.

2025 HOME Projects NOFA - Non-Tribal is a grant from the California Department of Housing and Community Development that provides loans or grants to develop affordable rental housing for low- and very low-income households and to assist low-income first-time homebuyers purchasing homes in approved developments. The maximum award is $8 million for rental housing projects and $2 million for first-time homebuyer projects, with a minimum of $10,000 per unit. State recipient applicants may also receive administrative costs grants up to $300,000, and Community Housing Development Organizations may receive operating expenses grants up to $200,000. Eligible activities include new construction and rehabilitation of affordable rental units and first-time homebuyer assistance. Projects must be located in non-entitlement jurisdictions in California that did not receive a direct HOME award from HUD. Matching funding requirements are currently waived.
2025 CDBG NOFA is sponsored by Department of Housing and Community Development. Under the 2025 NOFA, approximately $27 million in federal funds for Community Development Block Grant will be made available to develop viable communities provisioning decent affordable housing, expanding economic opportunities, and developing suitable infrastructure principally for the benefit of Low- and Moderate-Income (LMI) persons, families, households, and neighborhoods. Under this NOFA, CDBG funds are provided as grants to Non-Entitlement Units of Local Government for projects and programs that will reduce disparities in their communities. All CDBG activities must meet the National Objective of benefiting low- and moderate-income persons. The objectives of the CDBG program are to develop viable communities by the provision of decent affordable housing, a suitable living environment, and to expand economic opportunities, principally for the benefit of Low- and Moderate-Income (LMI) persons, families, households, and neighborhoods. Applicants must meet one of the following requirements when the application is submitted to be eligible for funding under this NOFA: -An eligible Applicant may apply on its own behalf -An eligible Applicant may apply on behalf of one or more other eligible Applicants -Two or more eligible Applicants, which share a program, may submit a joint application -An eligible Applicant may apply on behalf of an eligible subrecipient including a non-federally recognized Tribe or nonprofit. In addition to Activity and application limits identified in the NOFA, an eligible Applicant may apply for activities in service areas within or outside of the Applicant's Jurisdiction when the Applicant is applying for funds set aside by the California State Legislative for non- federally recognized Tribes (HSC §50831) and/or Colonias.
