Community College Success Community Wealth Building Homeless Services Workforce Homeless Sector Sustainability Older Adult Homelessness Solutions Request for Proposal (RFP) Workforce Restructuring & Retention United Way of Greater Los Angeles (UWGLA) has released the Workforce Restructuring and Retention Request for Proposals (RFP) to support homeless service providers in Los Angeles County with transitioning their workforce in relation to recent and anticipated public budget cuts.

This RFP will fund select investments in workforce restructuring, training through transition, and staff retention supports for local homeless service providers. The primary goal of this RFP is to support Los Angeles County–based homeless service providers in adapting their workforce in response to public budget cuts. All eligible applicants can apply for up to $75,000 across the three funding categories identified below.

The application period opens April 14, 2026, includes an optional applicant webinar on April 21, 2026, and closes April 30, 2026. Limited housing supply, building challenges, and changing demographics require reevaluating the housing landscape. Intergenerational housing can reduce social isolation, improve stability, and prevent homelessness.

While promising models exist nationwide, LA needs more evaluation of locally tailored models that combine innovative design, sustainability, and policy reform into a comprehensive strategy for addressing its affordable housing crisis.

United Way of Greater Los Angeles (UWGLA) seeks responses from qualified housing consultants or interdisciplinary teams to design feasible, replicable intergenerational housing prototypes tailored to Los Angeles. The goal is to create fundable, real-world design concepts that advance affordability, stability, and community connection for older adults and other populations.

Through this Request for Information (RFI), UWGLA will commission a design and feasibility package to develop innovative intergenerational housing models for potential piloting in Los Angeles. Submit responses to rfp@unitedwayla.
