Eligible applicants must have a project/activity that meets local, state, and federal objectives. Please note that each of the four programs will have a separate RFP and application, but all applications will be accessed through the same Neighborly link.
2025 Disaster Recovery Request for Proposal and Request for Interest Community Development Block Grant - Disaster Recovery (CDBG-DR) Spokane County’s Housing and Community Development (HCD) Department is pleased to announce our release of the joint 2025 Request for Proposals (RFP) Application and Request for Interest (RFI) Form regarding the Community Development Block Grant-Disaster Recovery (CDBG-DR) Program.
These funds shall assist those impacted by the Oregon and Gray Rd Fires and are meant to directly or indirectly facilitate long-term recovery. HCD is soliciting applications for a Service Navigator position through a competitive RFP process and evaluating the capacity and types of services local organizations can provide through the RFI.

The Spokane County Housing and Community Development seeks feedback from Homeless Service Providers relating to the costs of providing temporary surge capacity of Emergency Shelter during inclement weather events. We are seeking cost-effective strategies to ensure life safety sheltering is available during extreme weather. This Request for Information will open on September 12th at 3 pm and close on September 25th at 5 pm .

2024 Washington State Department of Agriculture (WSDA) Food Grant Please note that applications are now closed. Spokane County HCD is publishing this Request for Proposal (RFP) for eligible applicants in the 2024 PY for our one-time Washington State Department of Agriculture (WSDA) funding. Spokane County Housing & Community Development received a grant from WSDA totaling $259,900.
84 of which $234,900. 84 will be available through this RFP. For the 2024 USDA grant Program Year (PY), October 1, 2024 – June 30, 2025, Spokane County will allocate these funds through a competitive funding application process to eligible projects/activities that meet state objectives and county goals identified in this RFP.
Subrecipients may determine a variety of program activities based on identified community needs. 2024 Home Electrification and Appliance Rebates (HEAR) Program Please note that applications are now closed. Spokane County HCD is publishing this Request for Proposal (RFP) for eligible applicants in the 2024 PY for our new HEAR Program funding.
The Washington State Home Electrification and Appliance Rebates (HEAR) Program provides grants to eligible third-party administrators to provide rebates and incentives to households and small businesses to purchase and install high-efficiency electric equipment and appliances. Spokane County Housing & Community Development received a HEAR grant from WA Commerce totaling $1,565,649.
For the 2024 HEAR Program Year (PY), July 1, 2024 – June 30, 2025, Spokane County allocated these funds through a competitive funding application process to an eligible project that meets state objectives and county goals identified in the RFP. The Home Electrification and Appliance Rebates (HEAR) Program is supported with funding from Washington’s Climate Commitment Act.
