Title IV, Part B: 21st Century Community Learning Centers (CCLC) Title IV, Part B: 21st Century Community Learning Center (CCLC) Grants The 21st CCLC Program is a competitive federal grant for Local Education Agencies (LEAs) and Community or Faith-Based Organizations (CFBOs) to serve students and their families attending schools with poverty levels of 40 percent or higher outside of Authorized under Title IV, Part B, of the Elementary and Secondary Education Act (ESEA), the program's specific purposes are to: provide opportunities for academic enrichment, including providing tutorial services to help students (particularly students in high-poverty areas and those who attend low-performing schools) meet State and local student performance standards in core academic subjects such as reading and mathematics; offer students a broad array of additional services, programs, and activities such as youth development activities, drug and violence prevention programs, counseling programs, art, music, and recreation programs, technology education programs, and character education programs, that are designed to reinforce and complement the regular academic program of participating students; and offer families of students served by community learning centers opportunities for literacy and related educational development The following local education agencies and community - based organizations have 21 st CCLC for the 2026-202 7 fiscal year : Boys & Girls Club of Utah County Cache County School District American Preparatory Academy Salt Lake City Schools District Salt Lake County Youth Services USU Extension - Salt Lake County USU Extension - Garfield County Grand School District (BEACON) Utah Neighborhood Connection Grant Application Information Competitions are held every other year on even numbered years, with the next one anticipated to be 2028.
Generally the RFP is released in March, the Bidders Conference is held in April, applications are due in May, and award decisions are announced in early July. This schedule is open to change.

Elementary and Secondary Education Act of 1964: Community Learning Center Utah State Board of Education (USBE) 21st Century Community Learning Center (CCLC) Internal Risk Assessment Tool 21APR is the United States Department of Education’s 21st Century Community Learning Center’s (21st CCLC) data collection system.
The 21APR is designed to collect data from all 21 st CCLC grantees who had active sites in the program year that we are currently reporting. Data is collected year-round, including during summer programming, and is reported after the school year ends.

B.) 125, 2017 General Session, focusing on current afterschool program quality improvement practices and recommendations for future quality improvement efforts. S.
B. 125 required the Utah State Board of Education to establish rules for high quality afterschool program standards.
