808.41 Automobile Repair Assistance (FAM)

808. 41 Automobile Repair Assistance (FAM) is sponsored by New Hampshire Department of Health and Human Services. This program provides automobile repair reimbursement for participants of the New Hampshire Employment Program (NHEP) who are engaged in approved NHEP activities.

The reimbursement is limited to $1,000 per individual per state fiscal year (July 1 through June 30).

____________________________________________________________ Participants of the New Hampshire Employment Program (NHEP) who are participating in approved NHEP activities that have been authorized on the Employment Plan (EP) may be eligible for automobile (auto) repair reimbursement.

**Automobile Repairs Reimbursement** The following applies to auto repair reimbursement: •Auto repair reimbursement is limited to $1,000 per individual for each state fiscal year (July 1 through June 30). •An auto repair reimbursement does not include any charge for providing the individual with a verbal or written estimate of expenses.

•Auto repairs reimbursement is not payable for: -repair expenses that have already been paid by another source;**or** -repair expenses that have already been partially paid by another source and a balance remains. **Exception:**NHEP may be able assist with funding auto repairs in collaboration with another agency prior to the repairs being done.

•For a recipient to be reimbursed for auto repairs, the automobile must be: -necessary for participation in an approved NHEP activity or employment;**and** -registered to an NHEP participant or, if a two-parent case, to the participant’s spouse, or to a dependent child in the case or, if a dependent child, to a parent in the case (see below).

•Auto repair reimbursement is allowable for recipients in an approved on-the-job-training (OJT) placement for the duration of the training contract, even if the recipient becomes ineligible for financial assistance.

**Participant Requirements** Auto repairs are authorized for NHEP participants when the individual has: •agreed upon a vocational education and training goal with the NHEP representative; •participated in an assessment interview and developed an EP that has been approved by the NHEP representative; and [](https://www. dhhs. nh.

gov/fam_htm/html/808_41_automobile_repair_assistance. htm)•been enrolled in an approved activity and is complying with the program and its required hours indicated in the EP or making a good faith effort to participate, if just beginning an approved activity.

•a registered vehicle and a valid operator’s and/or commercial license in effect at the time the participant requests the ETS service or reside with a parent/dependent child who has a registered vehicle, and/or valid license, and specifies in writing that they are willing to consistently transport the participant to approved NHEP activities; •obtained 1 written estimate of the cost of auto repairs from an individual who operates an auto repair business, which contains: -the name, address, and telephone number of the provider; -an itemized list which describes the auto-body and/or mechanical repairs required to make the vehicle functional and the parts, labor and costs associated with these repairs; -a statement indicating that in the provider’s professional judgment, the auto repair is reasonable based on the roadworthiness and reliability of the vehicle; and -the date and signature of the provider; •submitted the written estimate described above to an NHEP representative in order to obtain prior approval for reimbursement;**and** •provided a completed Form NHEP 255 _, Employment and Training Support Services Payment Request Invoice_, after the approved repairs have been completed.

**Provider Requirements** •be an enrolled provider with the department in order to receive direct payment; •complete and sign the provider section of Form NHEP255; and •forward the completed to Data Management Unit (DMU).

The NHEP representative member must: •review the written estimate for completeness and ensure that it meets the requirements specified above to approve or deny the repair; and •approve auto repair reimbursement in advance of the actual service(s) to be provided, except in an emergency in which the vehicle required towing and repairs were needed to make it functional.
