Planning & Community Development 3. Accessory Dwelling Units Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs) are an innovative and effective option for adding much needed housing in California. ADUs have been known by many names: granny flats, in-law units, backyard cottages, secondary units and more.
HCD is the state’s leader on local ADU ordinances, which — while optional — have grown exponentially in number as more cities, counties, and homeowners become interested in ADUs as one solution to increasing the supply of affordable housing. As of March 25, 2024, with the Chaptering of Senate Bill (SB) 477 (Chapter 7, Statutes of 2024), the sections of Government Code relevant to State ADU and JADU Law have been re-numbered.

Five weeks after a federal judge vacated the FY2026 Continuum of Care NOFO in its entirety, HUD published a Notice of Research Justifying Additional Incentives for Certain Activities To Reduce Homelessness. It is not a NOFO and not a proposed rule — it is the administrative record HUD needs to reissue the same policy and survive the next lawsuit. Here is what the four named activities tell you about the revised competition, why the October 13 comment deadline is now the real leverage point, and what CoC leads should be building right now.
Read articleThe FY2026 MEP Center State Competition ran in two rounds: eight states worth $139.1 million, then fourteen more worth $232.4 million, both closing August 21, 2026. That's 43 percent of the national network recompeted in twelve months, under a 50 percent non-federal cost share, while the administration's own budget request proposed eliminating the program. Here's what the award tables reveal, why incumbents are genuinely at risk, and how to position for the FY2027 wave.

Buried in the release is a rare thing: before-and-after data showing exactly how much the ranked-priority bonus moved the pool. Small organizations went from 53% of applicants to 72% of awardees. Geography moved 19 points. First-time status barely moved at all. Here is what that means for the 2027 cycle.
