This position serves as the Statewide Accessibility Engagement Lead in the Equity Office, serving as the subject matter expert in Statewide ADA, focusing on statewide accessibility programs, and providing representation on the Statewide Disparity Stakeholder Group. This position specializes in all areas of ADA, but particularly Title I (Employment) and Title II (Public Services) of the Americans with Disabilities Act.
In addition, as the statewide and DPA lead coordinating Title II accessibility efforts in facilities and construction, this position acts as a liaison to the OIT accessibility team and maintains coordination of efforts and priorities with the Division of Human Resources (DHR) and other stakeholders.
Both internally and externally facing, this position will focus on outreach and engagement as well as implementation of statewide ADA efforts. This position will also manage the Statewide Accessibility team of at least one FTE implementing and supporting the statewide transition plan, ADA forums and statewide accommodations fund.
A summary of the duties and responsibilities will include, but are not limited to, the following: Acts as subject matter expert to assist state agencies in identifying resources, tools, programs and contacts to support accessibility challenges and opportunities.
Creates a coordinated approach to reviewing and granting reasonable ADA accommodations, ensuring such accommodations are made for new and existing state employees and members of the public, and manages the funding source for other accessibility modifications.
Creates training for agency Title I and II ADA Coordinators, hosts quarterly meetings with agency ADA coordinators, advises agency ADA coordinators and collaborates with the Attorney General’s Office.
Develops policy, technical guidance, provides rule interpretation and training in regard to accessibility; provides and counsels agency HR and senior managers on the intent and proper application of law, case law, rules, guidelines, and the best course of action to accomplish goals or resolve problems.
In doing so, this position will be part of attorney-client privileged communications with the AG’s office and DPA Labor Relations Team about confidential matters, and it will plan and prepare materials for confidential and/or privileged meetings of internal stakeholders regarding leave strategies, partnership agreement negotiations, employer-employee relations strategy, labor issues, and management objectives.
Studies state and federal legislation and market trends Studies state and federal legislation and market trends that relate to accessibility to assess and determine impact and direction of the statewide programs and support model, for both Title I and Title II.
Determines what industry concepts and trends may be applicable to the State, develop meaningful project plans, content of market research, and prepare the business case with options and justified recommendations to present to management; recommends department/institution operations or practices to implement Accessibility management practices, and compliance with state leave and ADA applications Identifies issues and analyzes models and options in developing justified recommendations impacting statewide systems or programs.
Meets with stakeholders (i.e. HR administrators, employee organizations, statewide leave manager, state architect, WINS, disability advocacy organizations) to outline and address issues related to proposed changes and defending proposals; advises on the best course of action to resolve issues with Accessibility that apply to varying situations and customers. Provides guidance to departments to best fit business and individual needs.
Rule or Statutory Changes Identifies need for and drafts language for rule or statutory changes as it relates to Title I and Title II, and prepares supporting documentation; testifies in administrative hearings and prepares background documents and speaking points for legislation, as needed. Drafts responses to audits by the Auditors office or JBC questions. Monitors application within the state personnel system.
The supervisor is accountable for the work product of direct reports, including timeliness, correctness, and soundness. Typical elements of direct supervision include assigning tasks, monitoring progress and work flow, checking the product, scheduling work, and establishing work standards.
This position provides input and documentation to support recommended corrective and disciplinary actions as well as signing performance plans and appraisals in addition to reviewing leave requests and approving work hours.

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications: Previous State Service related to the work assigned to the position At least one (1) year of supervisory experience Demonstrated ability to independently identify and analyze issues and develop appropriate solutions and plans of action: with strong ability to influence decision-making through diplomacy Previous experience in a policy, legal, or highly technical setting Knowledge of the ADA and Colorado Anti Discrimination Act Experience conducting detailed data analyses and collaborating with stakeholders to provide business solutions Experience managing budgets and evaluating reasonable costs of goods and services related to accessibility Self-motivated and able to thrive in a results-driven environment Ability to prioritize among competing tasks Always looking to improve inefficient processes An ability to lead with a collaborative approach to build strong business partnerships and gain alignment for practical, appropriate business solutions Proven ability to manage multiple projects at a time while paying strict attention to detail and deliverable timelines Excellent listening and customer service skills Excellent verbal and written communications skills Strong analytical skills are required to analyze data and create meaningful, understandable models and reports Ability to develop and articulate a strategic vision Experience articulating complex leave concepts to non-subject matter experts Exceptional communications skills which include the ability to adapt verbal communication style to various situations and all levels within the organization as well as writing skills that produce documents which are formal, comprehensive, persuasive and understandable Conditions of Employment: A pre-employment criminal background check will be conducted as part of the selection process.
Comparative Analysis Process The comparative analysis process for this position may consist of a structured application review, an online assessment and a structured interview.
