Enhance manufacturing methods and capabilities for tissue engineered medical products and expand certification and credentialing programs for the biomedical manufacturing workforce (BioFabUSA MII); 8. Continue R&D investments in advanced robotics and associated artificial intelligence (AI) technologies for manufacturing and develop/sustain a competent robotics workforce (ARM MII); and 9. Continue whole-of-government M-EWD solutions to tailor curricula for defense advanced manufacturing, identify project successes within the OSW MII ecosystem of traditional and nontraditional participants for replication and scale across the Manufacturing USA (MUSA) network, scale to adjacent sectors, and support and strengthen ecosystem structures to meet DoW manufacturing through DoW-Education Activity's (DoWEA) Career Technical Education (CTE) needs to empower students to acquire the necessary academic, technical, and employability skills to enter, compete, and advance in their education and career in a global economy.
This listing serves the needs of DoD and the US manufacturing base through the development of dual-use technologies in support of the Warfighter by continuing to provide federal financial assistance to the nine DoW MIIs, DoW M-EWD, and facilitating potential future Assistance awards within the Manufacturing Science & Technology Program (MSTP).
The OSD ManTech Defense Manufacturing Science and Technology (DMS&T) Program focuses heavily on satisfying the manufacturing technology needs for the DoW’s critical technology areas including Biotechnology, Quantum Science, Future Generation Wireless Technology (FutureG), Advanced Materials, Trusted AI and Autonomy, Integrated Network Systems-of-Systems, Microelectronics, Space Technology, Renewable Energy Generation and Storage, Advanced Computing and Software, Human-Machine Interfaces, Directed Energy, Hypersonics, and Integrated Sensing and Cyber.
SCIENCE AND TECHNOLOGY - SD Research and Development The Manufacturing Technology Program furthers the national security objectives of section 4811(a) through the development and application of advanced manufacturing technologies and processes that will reduce the acquisition and supportability costs of defense weapon systems and reduce manufacturing and repair cycle times across the life cycles of such systems.
_These funding amounts do not reflect the award amounts that are displayed on USASpending. gov_ | Cooperative Agreements and Other Transactions for Research - FY22 through FY24 funding includes the federal financial assistance for the MII and M-EWD programs from the President's Budget (PB) as well as project funding from Congressional adds to the program.

** OSW ManTech maintains healthy discretionary funding levels for FY 26 and will continue to engage with other Federal organizations resulting in additional "other" investments of FFA towards the MII's and M-EWD. **Fiscal Year 2025:** Awarded three continuation Other Transaction Agreements for Research (OTA-R) that average ten years of performance with an average government investment of $5,700,000 per year for each MII.

Specific Restrictions Determined at NOFO Level The OSW ManTech Office is responsible for administering the DoW ManTech Program by providing central guidance and direction to the Component ManTech Programs.
Along with providing oversight to DoD ManTech, the OSD ManTech Office also manages three (3) different programs: (1) the Manufacturing Science & Technology Program (MSTP); (2) the Manufacturing Innovation Institutes (MII) (public-private partnerships that include industry, academic, state and local government members and government stakeholders that make up each MII ecosystem); and (3) the Manufacturing-Education and Workforce Development (M-EWD) Program.
Assistance awards allow government, industry, and academia to collaborate with the goal of organizing the currently fragmented U.S. manufacturing technology capabilities into a coherent ecosystem and better position the U.S. relative to global competition.

These collaborative relationships drive manufacturing technology development and the transition of manufacturing technologies in support of the Warfighter.
Dual-use technologies that support a public purpose are funded and increased participation is encouraged from small-medium size research entities through lowering barriers to entry for nontraditional contractors. Specific Restrictions Determined at NOFO Level Deadline determined at as part of the Notice of Funding Opportunity (NOFO) Preapplication coordination is required.
Environmental impact information is not required for this program. This program is excluded from coverage under E. O.
12372. OSW ManTech partners with all DoW branches of the military departments for contract support. Warranted grant and agreement officers provide pre-award coordination and planning, award process and administration, and close-out procedures.
Competitive procedures under 10 USC 4841 will be used and are based on Merit-Based Competition (competition to the maximum extent practicable per 32 CFR 22. 315). 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program.
32 CFR 22. 315 Merit-Based Competitive Procedures will be used and selection criteria will be provided with each project announcement. A statement of objectives (SOW) is developed by OSD ManTech and/or the respective "other" Federal project sponsor.

Merit-Based Competition Procedures for evaluation of proposals will be used to select the most eligible offeror. Not Applicable. The government will put forth their best efforts in order to provide approvals within the ranges described herein, but may require additional time to address issues that cause delays to this process.

The Awardee will submit the following Technical Reports throughout the term of the Agreement (the first period begins on the effective date of the Agreement): 1. Technical Reports: a. Technical Projects Reports (quarterly, and final); and b.
Final Technical Report (at the conclusion of the Agreement). 2. The Awardee will submit one copy of the Technical Report to the GPM, OTAO and the AO (copy furnished/letter of transmittal) B.
The Awardee will submit the Final Technical Report in accordance with this Article and 2 CFR 200. 328.
Within three (3) months after successful completion of the technical performance term(s) the Final Technical Report will be submitted as follows: (1) the Final Technical Report is due within 30-days after completion of technical effort or termination of the Agreement; (2) within 30 calendar days after receipt, the Government will provide any recommended changes/revisions; and (3) after making revisions, the Awardee shall provide to the GPM within 30 calendar days one electronic copy.
In the event of termination, the Awardee will submit the Final Technical Report in accordance with the Article 7 C. 1. e of the agreement.
Additionally, one electronic copy shall be submitted to the Defense Technical Information Center (DTIC) at www. dtic. mil.
The Final Technical Report shall include a SF 298. The Final Technical Report shall provide a detailed discussion of all technical work accomplished and information gained in performance of the Agreement, pertinent observations, nature of problems, positive as well as negative results and design criteria established as applicable.
The details of all technical work included shall be sufficient to permit full understanding of the techniques and procedures used in evolving the technology or processes developed, conclusions reached, and recommendations made.
The Final Technical Report shall be marked with a distribution statement to denote the extent of its availability for distribution, release, and disclosure by the government without additional approvals or authorizations. If such distribution is limited, the Final Technical Report shall be marked on the front page in a conspicuous place with the following marking: “DOCUMENTS SUBMITTED ON A CONFIDENTIAL BASIS.
Distribution authorized to U.S. Government agencies only to protect information not owned by the U.S. Government and protected by the Awardee’s limited rights statement, or received with the understanding that it not be routinely transmitted outside the U.S. Government. Other requests for this document shall be referred to the Government Program Manager (GPM) under Agreement No. (Number).
” Content: The Final Technical Report will provide a comprehensive, cumulative, and substantive summary of the progress and significant accomplishments achieved during the period covered by the Agreement. Publications may be bound and attached as appendices. ” C.
Federal Financial Reports – Reimbursement: The Awardee will submit the Federal Financial Report (SF 425) on an incurred cost basis within 30 days following the end of each quarterly reporting period (March 31, June 30, September 30, December 31), and within 90 days following the completion of the Agreement. The Awardee must complete the optional fields 11. a through 11.
f, "Indirect Expense" on the final Federal Financial Report that it submits after the end of the project period under the award. One copy of each report will be submitted to the AO, GPM and the OTAO. Flow-Down Requirement: The Awardee shall flow down the requirements of this Article to any organization that receives funding under this agreement, including any members, subcontractors or sub-agreement awardees.

Cost Sharing Requirement Type: Mandatory with exceptions or waivers Description: Under the competitive procedures used, the factors to be considered in the evaluation of each proposed assistance award for a project under the program shall include the extent to which that proposed transaction provides for the proposed recipient to share in the cost of the project.
For a project for which the Government receives an offer from only one offeror, the contracting officer shall negotiate the ratio of contract recipient cost to Government cost that represents the best value to the Government. Recipient contribution/resource share is expected to the maximum extent practicable.
Considerations will be made prior to award for recipient contributions/resource share rationale to include return on investment (ROI), cash flow, teaming, etc., with the intent of lowering the barriers to entry to nontraditional contractors and small-medium size research entities that would not otherwise do business with the government.
