Neighbor to Neighbor Program The SWEPCO Neighbor to Neighbor Program lends a hand to those who are experiencing financial hardships and need help to get back on their feet. Administered by Dollar Energy Fund, the program provides eligible customers with a utility assistance grant applied directly to their bill.
You can apply for the Neighbor to Neighbor program at a local community action agency in your county or parish. Submit an application in person. Community agencies may be able to offer a variety of assistance beyond just help with your electric bill.

Just a few extra dollars a month can help a neighbor in need. All donations are used to assist limited-income families in Arkansas, Louisiana, and Texas.
Make a monthly donation through your bill Choose a fixed monthly amount to donate, or Round up your bill to the nearest whole dollar, donating the difference Check donations should be payable to "SWEPCO Neighbor to Neighbor Program" and sent to: Southwestern Electric Power Company Pittsburgh, PA 15250-7496 If you already pay your bill by mail, you can write one check and add the contribution amount to the total.
Contributions are tax deductible and those making donations will receive a receipt.
