Together, these funding sources provide financial assistance towards creating healthy and affordable housing in Contra Costa County. The funds are allocated on an annual basis as part of the Affordable Housing Notice of Funding Availability (NOFA).

Board of Supervisors Adopted 26/27 Action Plan Current Funding FY 2026/27 Schedule NOFA Released - September 15, 2025 Through this Notice of Funding Availability (NOFA) and Request for Proposals (RFP) the Contra Costa County-Department of Conservation and Development sought proposals from nonprofit organizations, affordable housing developers, public agencies, and others serving Contra Costa County who are interested in applying for FY 2026/27 various affordable housing development funds.

Households earning 80% or less of AMI Resources, Documents, and Reports PLHA Five-Year Plan (PDF) Inclusionary Housing Ordinance (IHO) In-Lieu Fees The County manages a forgivable loan program funded through in-lieu fees associated with the Inclusionary Housing Ordinance.

The funds are provided as a forgivable low-interest loan, secured against the affordable housing property, to be reconveyed after the property is in service as affordable housing for five years The IHO funds are intended to provide the funding to affordable units that might not be built but for the assistance.

Public agencies, non-profits, and for-profit developers Unincorporated Contra Costa County Households earning up to 80% of Area Median Income (AMI) Preference for projects with larger units (two or more bedrooms); May not be used to support affordable housing required to be built as part of a market-rate project using density bonus or to meet inclusionary housing requirements.
