530 (HB 1590) and codified locally in the SMC 08. 07C . The City of Spokane’s priority goal for this funding opportunity is to increase housing stability through the development of affordable housing units and behavioral health facilities for qualifying households.

org . FY2025 Continuum of Care Request for Proposals Thank you for your patience. Due to ongoing changes with the HUD CoC 24-25 NOFO the City of Spokane is suspending the local competition.

We anticipate a new HUD NOFO being released on January 6, 2026, following reviewing of this document the City of Spokane will determine next steps and update the local NOFO content and establish a new due date. These activities are collectively referred to as “capital” projects.

An estimated $1,600,000 in federal funds will be available through this Request for Proposals (RFP). Of this amount, $400,000 is allocated to Neighborhood Improvements projects proposed by non-profits on behalf of Neighborhood Councils.

The City is actively seeking applications from homeless service providers relating to inclement weather human services funding for the calendar year of 2026. Community, Housing, and Human Services operates with $1,000,000 per year for inclement weather emergency services and surge capacity, as such we are seeking cost effective strategies to ensure life safety sheltering and resources are available during extreme weather.

The City intends to contract with providers who have existing overnight staffing and are serving similar populations, to provide a minimum of 10 beds per location during inclement weather events in compliance with SMC which in summary means activation of beds in the following conditions: Any days during which the wind chill is forecasted by the National Weather Service (Spokane) to be thirty-two (32) degrees Fahrenheit or lower.

Any days during which the heat index is predicted by the National Weather Service to be 95 (ninety-five) degrees Fahrenheit or higher for two (2) consecutive days or more. It is important to note that during the heat index activations overnight shelter beds are only activated if the overnight heat index remains above 95 degrees, otherwise daytime services will be the focus of heat index activation.

Any day when the Spokane Regional Clean Air Agency forecasts the current air quality index to reach 201 or higher. Any day in which an extreme storm or weather condition exists or is predicted to occur and which, in the determination of the Mayor or the Mayor’s designee, poses a severe threat to the health or safety of vulnerable and unsheltered individuals and families in the City of Spokane.

The City is seeking locations for adults (both co-ed and women only sites), adults requiring medical respite care, recovery focused locations, and a small number of beds for families.

These Specialized/Scattered Site shelters will work closely with the Housing Navigation Center to create long term housing placements for individuals accessing care, and to support the fluidity needed in the emergency shelter system to work toward a reduction of people experiencing homelessness in the City of Spokane.

All scattered site locations will be required to meet the performance standards for emergency shelters laid out in the 2025-2030 Plan to End and Prevent Homelessness plans Five-Year Performance Management Plan. These guiding documents can be found on the CHHS Documents webpage .

In alignment with these performance metrics all sites will be required to utilize HMIS for required data tracking, adhere to data timeliness requirements, and follow data quality standards. Late submittals will not be accepted. New Roots Village Tiny Homes Operator RFP This initiative will be piloted for the first time in the City of Spokane. The project represents a unique partnership between the City of Spokane and the Waters Meet Foundation (formerly Empire Health Foundation).

It highlights the history, coordination, and collaboration that made this pilot possible. In the summer of 2025, both organizations identified the opportunity to purchase tiny homes for the region using state resources under contract between Waters Meet and Washington State Department of Commerce. Spokane is in critical need of diverse housing interventions to support individuals in stabilization and independent living.

Knowing the need and seeking to best leverage resources tiny homes from Pallet Homes and Low Income Housing Institute (LIHI) were purchased. Waters Meet also identified parcels the foundation owns at 7th and Audubon as available land for this pilot. The City of Spokane confirmed that land use and zoning requirements at this site were permissive of a tiny home village.

2025 Behavioral Health and Housing Related Supportive Services Requests for Proposals The City of Spokane Community, Housing, and Human Services Department is announcing two (2) Requests for Proposals (RFP) for funds that support behavioral health and housing related supportive services projects.

The City of Spokane’s priority goal is to increase the offering of behavioral health and housing related supportive services that lead to housing stability through these RFPs. All applicants must clearly demonstrate in the application how the services funded will lead to housing stability.

The City of Spokane intends to attract behavioral health and housing related supportive services projects supporting a diverse range of bridge housing, transitional housing, supportive housing, and affordable housing models tailored to meet the unique needs of individuals and families on their path to stability, which may include addressing mental health and substance use.

Applications expanding services or creating new services will be prioritized for funding. Projects must leverage funds from non-City sources to be competitive. 1590 Request for Proposals An estimated $2,500,000 in 1590 Sales and Uses Tax Revenue funding is available in this funding round.

Applicants to this RFP will be expected to understand wrap around services for vulnerable populations and have a commitment to supporting individuals throughout the stabilization and housing process required to begin their journey of exiting homelessness.

The successful applicant will have a history of serving unhoused populations, experience with coordinated entry, partnership and coordination management, demonstrated strong relationships with local providers, experience managing state and local financial resources, and a proven history of successfully managing grants and contracts.

The HNC will serve as the first point of contact for community members experiencing homelessness and who are seeking emergency shelter and other services. This daytime drop-in center will be the referral clearing house to efficiently and appropriately connect households to various emergency shelters in the City.

The awarded agency will be expected to coordinate with community partners that will bring critical services on site during business hours and ensure individuals accessing assistance at the HNC can address a myriad of needs in one location. This should include but is not limited to medical, behavioral health, documentation, veterinarian care (or animal documentation), coordinated entry and other housing services.

The Housing Navigation Center, located at 527 S. Cannon, has utilized 30 emergency shelter beds during the pilot contract running from Fall of 2024-Summer of 2025. This RFP announces a change in scope transitioning to daytime navigation center for any households without minor children in our community.

Historically, the City has funded street outreach without a formal model or approach that subrecipients have been required to follow, rather the City has funded outreach for the successful applicant’s model or application of outreach services.

In this new approach to street outreach the City of Spokane is prescribing the model and allocating funding for coordinated street outreach services and is seeking an eligible organization to operate the model.

Applicants to this RFP will be expected to understand best practices in street outreach, the challenges related to Spokane’s seasonal impacts on unhoused individuals, knowledge of Spokane’s housing and service options as well as providers.

The Street Outreach Program will address four primary bodies of outreach work in a coordinated and geographically assigned approach. Street Outreach Program NOFA - Updated July 28, 2025 (PDF 643 KB) Risk Assessment Questionnaire (PDF 224 KB) HUD Certified Housing Counselor Services The Community, Housing and Human Services (CHHS) Department is announcing an urgent NOFA for HUD Certified Housing Counselor services serving the Spokane region.

CHHS recently learned of federal funding cuts which are set to severely impact agencies who provide these critical services on July 1, 2025. These housing services prevented over 700 foreclosures last year, serving as a key strategy and tool for helping low-income homeowners maintain their housing.

While the City anticipates RFP's later in the summer providing a longer-term funding option for these critical services, we are providing an urgent RFP to sustain critical work for eligible agencies.

The most competitive proposals must be able to clearly demonstrate the following: Experience providing HUD Certified Housing Counseling Services Data demonstrating program success and housing stability for clients Have an existing program at risk of 50% or higher in total program revenue reduction based on federal funding cuts.

Through this NOFA the City is seeking to quickly and directly provide gap funding for impacted HUD Certified Housing Counselor programs, impacted by federal budget cuts. The City of Spokane’s overarching goal for this Affordable Housing Development Request for Proposals (RFP) is to increase and preserve the affordable housing inventory and support affordable housing opportunities for extremely low and low-income households. Frequently Asked Questions - Updated 04/30/2025 (PDF 249 KB) 2025 CDBG Neighborhood Allocation Request for Proposals The Community, Housing, and Human Services (CHHS) Department is seeking proposals from City of Spokane Neighborhood Councils for CDBG eligible park improvement projects. An estimated $400,000 in funding will be available to the Neighborhoods in this RFP.

Neighborhood Councils may submit one application for funding. Neighborhood Council approval of an application is required for the application to be accepted.

To demonstrate Neighborhood Council approval, the application must include signed Neighborhood Council meeting minutes authorizing submittal of a Community Development Block Grant application, or a signature by an officer of the Council accompanied by By-Laws or Policies and Procedures that clearly authorize Council action by the Officer
