Final Notice & Public Explanation of Proposed Activity in a Floodplain **Final Notice and Public Explanation of a Proposed Activity in a Floodplain** To: All interested Agencies, Groups and Individuals This is to give notice that the City of Wilmington under 24 CFR Part 58 has conducted an evaluation as required by Executive Order 11988 and in accordance with HUD regulations at 24 CFR 55.
20 in Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under Community Development Block Grant B-24-MC-10-0001. The proposed project(s) is located 1331 & 1333 E.
14 th St. in Wilmington, New Castle County, DE and is located in the floodplain**. **The proposed activity includes demolition and reconstruction of the residential structure at 1331 14th St.
and the rehabilitation of 1333 E. 14th St. in Wilmington.
The total area of potential effect is less than 0. 25 acres in the 100-year floodplain (Zone AE) according to FIRM panel 10003C0156L, effective 1/22/2020. The City of Wilmington has considered the following alternatives and mitigation measures to minimize adverse impacts and to restore and preserve natural and beneficial functions and intrinsic values of the existing floodplain: 1.
This project must take place in the floodplain due to the location of the specific buildings chosen for demolition, reconstruction, and rehabilitation. These residential structures are not fit for occupation and pose a threat to the health and safety of the surrounding neighborhoods. 2.
The following alternatives were considered: 1. No Action: This alternative would not satisfy the need to reduce blight or alleviate the danger to health and safety that the vacant and deteriorating buildings currently pose to the surrounding neighborhoods. Doing nothing would fail to eliminate health and safety risks to neighbors, and would not address the need for affordable housing in the area.
2. Undertake at Jurisdiction’s Expense: Because of limited local funds undertaking this activity with local funds would unduly slow the process of reducing blight and creating affordable housing. 3.
Locate the Project Outside of the Floodplain: Alternative sites were not considered because of the site-specific nature of the problem. 3. Major adverse impacts are not expected; however, care will be taken in on site storage of equipment and waste material to prevent problems if flooding occurs during project work.
The project will be elevated to the FFRMS floodplain elevation of 10 ft (8ft BFE + 2ft freeboard). Flood insurance policies will be maintained on the properties. The project will comply with all state and local floodplain procedures.
The City of Wilmington has reevaluated alternatives to building in the floodplain and has determined that it has no practicable alternative to floodplain development. Environmental files documenting compliance with Executive Order 11988, and 24 CFR 55, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool.
The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain, it must inform those who may be put at greater or continued risk.

Redding City/County Building This notice shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Wilmington (City) and Habitat for Humanity of New Castle County.
On or about August 25, 2025, the City will submit a request to the US Department of Housing and Urban Development (HUD) for the release of Home Investment Partnership Program (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990 as amended, and the City will authorize Habitat for Humanity of New Castle County (HFHNCC) to submit a request to HUD for the release of Community Project Funding/Congressionally Directed Spending authorized by the Consolidated Appropriations Act, 2022, (P.
L. 117-103), to undertake a project known as Prices Run Carter and Lamotte Streets Affordable Housing. The project proposes to construct seven, two story townhomes in the Prices Run neighborhood of Wilmington.
Five townhomes will be constructed at 2213-2225 Carter Street, Wilmington, DE 19802 and two townhomes will be constructed at 2220-2224 Lamotte Street, Wilmington, DE 19802. HFHNCC currently owns the properties. While the seven homes are under construction, HFHNCC will identify income-qualified homebuyers and provide them with the necessary tools and training to succeed as homeowners.
After construction, the properties will be sold to seven low- to moderate-income families and provide them with the opportunity to achieve stable and affordable homeownership. Estimated PY 2025 HOME funds: $386,392. Estimated PY 2023 CPF funds: $792,235.
Total estimated project cost: $1,996,820. FINDING of No Significant Impact (FONSI) The City has determined that the projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required.

Location: City-wide, City of Wilmington, DE. Project/Program Description: The project proposes the acquisition, rehabilitation, and/or disposition of residential buildings within the City.
Rehabilitation activities may include interior and exterior improvements to components of the existing structure and facilities including roofs, gutters, doors, windows, walls, ceilings, porches, facades, sidewalks, parking areas, driveways, chimneys, building foundations, landscaping, electrical systems, heating systems, HVAC, water and sewer lines, elevators, plumbing, flooring, fixtures, cabinets and appliances, safety and security devices and equipment, other interior elements, asbestos testing and/or mitigation, radon testing and/or mitigation, lead testing and/or mitigation, and ADA improvements.
All work will take place at previously disturbed sites with existing structures. Project activities will not involve new construction, conversion, expansion, or increases in residential density. Tier 2 Site Specific Reviews will be completed for those laws and authorities not addressed in the Tier 1 Broad Review for each address under this program when addresses become known.

Project/Program Description: WNCLB will be acquiring, stabilizing, rehabilitating, and disposing of 24 vacant housing units within the City of Wilmington's West Side neighborhood. They will dispose the units to individuals at or below 80% of the Area Median Income (AMI) with priority given to the 50% AMI population and current West Side residents for homeownership and/or affordable rentals for a minimum of 5 years.

John Carney, Mayor, Certifying Officer Notice of Availability FY2025 (HUD 2024) Annual Action Plan Amendment #### NOTICE OF AVAILABILITY #### City of Wilmington, Delaware #### FY 2025 (HUD 2024) Annual Plan Amendment for the CDBG Program In accordance with the federal regulations at 24 CFR, Part 91, the City of Wilmington has prepared an amendment to the Action Plan for FY 2024/25.
The 2024/5 Annual Plan amendment specifies that the funds be allocated to various activities. Additional funding is needed to continue to assist the First Start Homebuyer Program. This project was first funded in FY22.
An additional $350,000 will be added to the FY2024/5 activities using prior year grant funding that is available. Homebuyers meeting the income guidelines at 80% of median income can qualify for up to $15,000 for down payment and closing costs and, based on income and debt, may receive an additional $25,000 to ensure their mortgage loan is affordable.
A public hearing soliciting comments on the 2024/5 Annual Action Plan amendment will be held on March 13, 2025, at 5:00 p. m. in the Louis L.
Redding City/County Building, 800 N. French Street, 1st Floor Council Committee Room, Wilmington, Delaware 19801 or participate by Zoom (check the WITN Channel 22 website). A draft of the FY 2025 (HUD 2024) Annual Plan Amendment is available to view here.

The amended plan will be available for 30 days for public review and comments from February 17, 2025 to March 19, 2025. **NOTICE OF PUBLIC NEEDS HEARING AND REQUEST FOR APPLICATIONS** **CITY OF WILMINGTON, DE** **FFY 2026/CFY 2027 ANNUAL ACTION PLAN** **COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM** **HOME INVESTMENT PARTNERSHIPS PROGRAM** **EMERGENCY SOLUTIONS GRANT PROGRAM** **HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM** **SUBSTANTIAL AMENDMENTS TO THE** **FFY 2025/CFY 2026 ANNUAL ACTION PLAN AND THE** **FFY 2021/CFY 2022 ANNUAL ACTION PLAN** **HOME INVESTMENT PARTNERSHIPS AMERICAN RESCUE PLAN PROGRAM** Notice is hereby given that the City of Wilmington, DE (City) is currently preparing its Federal Fiscal Year (FFY) 2026/City Fiscal Year (CFY) 2027 Annual Action Plan (July 1, 2026 – June 30, 2027).
The City will receive Community Development Block Grant (CDBG) funds, HOME Investment Partnerships (HOME) funds, Emergency Solutions Grant (ESG) funds, and Housing Opportunities for Persons with Aids (HOPWA) funds from the U.S. Department of Housing and Urban Development (HUD) and will conduct a public hearing on the use of these funds.
In accordance with the Final Rule for consolidation of the CDBG, HOME, ESG, and HOPWA Programs, 24 CFR Part 91, et. al. , the City will prepare an Annual Action Plan, which will be submitted to HUD on the earlier of May 15, 2026, or 60 days from the formal notification by HUD of the City’s annual FFY 2026/CFY 2027 funding allocations under these programs.
Federal law has expanded the service area for the City’s HOPWA allocation, which already covers Cecil County, MD, to also include Salem County, NJ. FFY 2026 HOPWA funds will be available to agencies that serve people in these jurisdictions.
For FFY 2026/CFY 2027, the City is soliciting applications from qualified organizations interested in providing programs and projects that address one or more of the needs targeted in the City’s CDBG, HOME, ESG, and HOPWA programs. Proposals will be accepted for eligible activities and projects through the Neighborly Portal. For access, please email realestatehousing@wilmingtonde.

Proposals submitted after this time or not through Neighborly will be rejected without exception. In accordance with the City’s Citizen Participation Plan, the City will hold a pre-application meeting/community development and housing needs hearing on Thursday, January 15, 2026, at 10:00 a. m.

Furnish citizens, public agencies, and other interested parties with information concerning the estimated funds available for proposed community development and housing activities.
2. Obtain the views and comments of individuals and organizations concerning the City’s housing and community development needs. The information gathered will be used in the preparation of the Annual Action Plan submission for the FFY 2026/CFY 2027 Program Year.
3. Review the City’s CDBG, HOME, ESG, and HOPWA programs and provide an opportunity for the public to comment on program performance. 4.
Summarize the Annual Action Plan process and obtain the views of citizens, public agencies, and others interested in the housing and community development needs of the City. All interested persons are encouraged to attend and make valued comments regarding projects and programs for consideration of funding.

The City expects to publish a summary of its proposed Annual Action Plan for FFY 2026/CFY 2027 on or before March 20, 2026. A copy of the document will be placed on public display for a thirty (30) day review period beginning on or before March 23, 2026. A second public hearing will be duly advertised and conducted to present the proposed plan to the public.
The City will consider comments on the proposed plan prior to adoption by the Wilmington City Council and submission to HUD. Proper notice of the display date and subsequent public hearing will be properly advertised. The City intends to complete a Substantial Amendment to the FFY 2025/CFY 2026 Annual Action Plan.
The Substantial Amendment details the allocation of $110,000 of CDBG funds for Code Purple and other homeless services, and create two new programs, rental rehabilitation and demolition programs for a $1,000,000 from remaining multi-year project funds and anticipated program income.
