Affordable Multifamily Program Upstate (AMP Up) Incentives for Energy Efficiency and Resilience Upgrades Get Started with the Affordable Multifamily Program Upstate (opens in new window) The Affordable Multifamily Program Upstate (AMP Up) provides financial incentives alongside hands-on technical and program support to help eligible multifamily building owners in upstate New York make cost-effective energy efficiency, electrification, and resilience upgrades.
AMP Up delivers energy and utility bill savings while improving quality of life for residents of upgraded buildings. One program, one point of contact, comprehensive support—from scoping to project close out. Save energy and money.
Reduce your building’s energy consumption and lower utility bills with a wide range of approved upgrades. Reduce your workload. From program applications and contractor bidding to construction oversight, your participating contractor will manage the details, so you don’t have to.
Improve tenant comfort. Weatherization, electrification, and other upgrades create a more comfortable living environment for residents. Increase property value.
Modernizing your building creates lasting value while resilience enhancements protect against extreme weather. Access a one-stop shop. Technical assistance and incentives through a single program, plus complimentary concierge service to guide your project from start to finish.
Two Upgrade Pathways, One Program Your upgrade pathway will be determined and assigned based on building size. Incentives for energy upgrades and access to multifamily contractors are available in both pathways. Both upgrade pathways are eligible for resilience enhancements and can access the concierge service, but there are different eligibility criteria and levels of incentives.
Your participating contractor will guide you through the entire process. *Resilience enhancements are add-ons to selected energy upgrades, not standalone improvements. Eligibility is determined during the application screening process.
Existing multifamily building in upstate New York At least 50% of gross heated square footage is residential At least 25% of units are, or are expected to be, occupied by households earning not more than 80% of Area Median Income (AMI) or State median Income (SMI), whichever is higher Income eligibility is determined at the project level Both System Benefits Charge (SBC) and non-SBC customers are eligible for the program * Project may span multiple buildings but must have at least 5 units total.
Projects with fewer than 5 units may be eligible for EmPower+ . Not eligible for this program: Buildings located in Con Edison, KEDLI, or KEDNY service areas and buildings that do not meet the income eligibility threshold as outlined above. Submit an interest form : Fill out the interest form to let us know about your building and project goals.
This helps us match you with the right pathway and support. Select a contractor: Choose a participating contractor from NYSERDA’s Multifamily Contractor Network . If you have not selected a participating contractor in advance, the program may assign you a contractor to support you throughout the process of applying for and implementing program services.
Get your application submitted. Your participating contractor will work with you to submit the AMP Up application on your behalf through the Multifamily Energy Portal. Once your application has been submitted, you'll work with your participating contractor to assess building needs, plan the upgrade, and identify all available funding sources.
Then the construction can begin on the approved workscope. Incentives are disbursed according to your pathway’s schedule, which can be found in the AMP Up Program Manual [PDF] .

System Benefits Charge (SBC)/NYSERDA Clean Energy Fund NYSERDA is primarily funded by state ratepayers through the System Benefits Charge (SBC) / NYSERDA Clean Energy Fund on their electric utility bill. These funds support energy-efficiency programs, research and development initiatives, low-income energy programs, and environmental disclosure activities.
Customers of the following utilities pay into the SBC/ NYSERDA Clean Energy Fund: Central Hudson (Central Hudson Gas & Electric Corporation) Con Edison (Consolidated Edison Company of New York, Inc.) National Grid (Niagara Mohawk Power Corporation) NYSEG (New York State Electric and Gas Corporation) Orange and Rockland Utilities, Inc. RG&E (Rochester Gas and Electric Corporation) To determine if you are paying into the electric SBC or NYSERDA Clean Energy Fund look at a recent electric bill from your utility company to see if “SBC” or "NYSERDA Clean Energy Fund" is listed as a charge.
