The funding is a $16 million increase over FY 2025 and marks the fourth straight year of record funding. The VACS program provides Virginia’s farmers with financial and technical assistance to implement conservation practices that protect water quality, improve soil health and support the long-term sustainability of agricultural operations across the Commonwealth.
Administered by the Department of Conservation and Recreation (DCR) in partnership with Virginia’s 47 Soil and Water Conservation Districts (SWCDs), the VACS program helps farmers offset the cost of implementing a wide range of best management practices, including: Nutrient management plans Livestock stream-exclusion systems Farmers can receive up to $300,000 in state cost-share reimbursement for over 60 best management practices.
Virginia’s SWCDs work directly with farmers to distribute cost-share funding from the VACS program and provide technical assistance for its implementation. Farmers interested in applying for funding should contact their local SWCDs. A map of local conservation districts and contact information can be found here .

Parkland Acquisitions and Renovations for Communities (PARC) Grant Program is a grant from the Massachusetts Executive Office of Energy and Environmental Affairs that funds the acquisition and development of public parkland and outdoor recreational facilities. Eligible applicants include researchers, nonprofits, universities, and government agencies with relevant conservation expertise. Awards range from $50,000 to $250,000, with the 2025 deadline on August 14, 2025.
Northern California Environmental Grassroots Fund is a grant from Rose Foundation for Communities and the Environment that funds small and emerging grassroots organizations in California building climate resilience and advancing environmental justice. The fund prioritizes groups rooted in historically marginalized communities, including BIPOC, frontline, and low-income populations, with strong advocacy, organizing, and outreach components. Eligible applicants are nonprofit organizations or fiscally-sponsored groups with annual income or expenses of $150,000 or less; government agencies, colleges, and universities are not eligible. Awards typically range from $4,000 to $7,500, with a maximum of $7,500.
On June 11, 2026, U.S. District Judge Richard Gergel ruled that the EPA's February 2025 termination of the $2.8 billion Environmental and Climate Justice Block Grant Program — created by Section 60201 of the Inflation Reduction Act — was arbitrary, capricious, and unlawful. The ruling voids the termination but does not order the EPA to resume the program, leaving the September 30, 2026 statutory deadline as the binding constraint. For the 116 grantees and the coalition of nonprofits, cities, and tribal partners that were already in award negotiations, the next 105 days will determine whether the program survives in any operational form or migrates entirely to the Court of Federal Claims as a damages action.
