The Community Development Financial Institutions Fund (CDFI Fund) is amending its Notice of Funds Availability (NOFA) inviting Applications for Financial Assistance (FA) or Technical Assistance (TA) awards for the CDFI Program, which was published in the Federal Register on January 17, 2025.
These amendments promote consistency with recent court decisions regarding race-based preferences and reflect the current Administration's priorities, as reflected in the President's executive orders. Applicants that submitted an Application under the NOFA do not need to withdraw or reapply. The amendments in this notice do not affect steps 1 through 3 of the CDFI Fund's scoring/evaluation process.
Applicants that submitted an Application under the NOFA and that advanced to step 4 in the scoring/evaluation process, as described in the NOFA, will be notified by the CDFI Fund and given an opportunity to update their Applications based on the amendments described in this notice. On September 25, 2025, the CDFI Fund published amendments to the NOFA in the Federal Register (90 FR 46303). As specified in the NOFA amendments, Applicants that submitted an Application under the NOFA and that advanced to step 4 in the scoring/evaluation process were given an opportunity to update their Applications by 11:59 p.m. Eastern Time on October 27, 2025. However, the submission deadline was affected by the recent lapse in federal government appropriations. Therefore, the CDFI Fund is issuing this notice to revise the submission deadline from 11:59 p.m. Eastern Time on October 27, 2025, to 11:59 p.m. Eastern Time on April 10, 2026. Applicants that were notified by the CDFI Fund that they may update their previous Applications under the NOFA must submit such information by the revised deadline of 11:59 p.m. Eastern Time on April 10, 2026. Funding Opportunities: Bank Enterprise Award Program (BEA) Program: FY 2026 Funding Round is sponsored by Treasury Department; Community Development Financial Institutions Fund. The CDFI Fund promotes economic revitalization and community development through investment in and assistance to CDFIs. The BEA Program awards formula-based grants to FDIC-insured banks or thrifts that have, during a specified period, (1) increased their levels of loans, investments, and Service Activities to residents and businesses in economically Distressed Communities; and/or (2) increased their financial assistance and Technical Assistance to Certified CDFIs through equity investments, equity-like loans, grants, stock purchases, loans, deposits, and other forms of assistance.
