Amplify Portland: Local Filmmakers Production Grant is sponsored by Portland Events and Film Office at Prosper Portland (in partnership with Travel Portland). This grant aims to create opportunities for Portland-based filmmakers, utilizing local talent, crew, and vendors. The focus is on professional development for the local industry and bringing exposure to Portland through on-screen presence.

Amplify Portland Grant — Portland Events and Film Office Local Filmmakers Production Grant APPLICATIONS open September 18 - October 7th, 2025 In partnership with Travel Portland , the Portland Events and Film Office at Prosper Portland is excited to offer a grant opportunity created to amplify previously unheard stories of Portlanders.

The Amplify Portland: Local Filmmakers Production Grant aims to create opportunity for filmmakers utilizing local talent, crew and vendors during production. Our focus is on the professional development of the local industry and bringing exposure to Portland via its presence on screen. Grant funds are intended for Portland-based independent film productions to support and offset the cost of the production process.

The funding is designed to support the production phase of local films including features, shorts, animations, documentary and narratives.

What qualifies as a story that is uniquely Portland?

Dragathon: Meeting Hate with Joy Productions predominantly or entirely filmed in Portland (this includes Multnomah, Washington, and Clackamas counties); Stories that highlight events, location, history and/or people of Portland; Stories that promote civic dialogue about occurrences that took place in Portland; Stories that generate interest and have the potential to draw visitors to Portland. How do I know if I am eligible?

How will productions be chosen? Portland-based productions that meet the criteria for eligibility will be further evaluated by a panel of industry professionals, past grant recipients, and staff.

All eligible submissions will be evaluated with the following priorities in mind: Demonstrated commitment to promote visibility of unique stories that highlight Portland issues, culture, history, location, and/or communities; Demonstrated commitment to promote civic dialogue and cultural exchange through storytelling; Demonstrated commitment to support economic growth for Portland-based crew, talent, vendors/businesses; A budget that outlines financial support and any additional funding and resources secured for successful completion of the project.

What expenses are eligible for use of the grant funds? Production costs for local Portland talent, crew, businesses and/or vendors for the project; Portland studios, location & equipment rentals; Portland food vendors for cast and crew members; Production supplies from local Portland businesses. What expenses are ineligible for use of the grant funds?

Production work and expenses that are not based in Portland; Development phase costs (e.g. writers retreat), post-production costs, already completed work, insurance, and permits; Reimbursement costs for expenses that already took place; Capital expenses, infrastructure expenditures, or regular/ongoing operating expenditures; Funding may not be used for controlled substances.

Political* or religious** projects *For the purposes of these guidelines, a “political project” is one where the primary or a significant purpose of the project is to: (a) Solicit any money, influence, service or other thing of value or otherwise promote or oppose any political committee; (b) Promote or oppose the appointment, nomination or election of a person to a public office; (c) Promote or oppose the filing of an initiative, referendum or recall petition; (d) Promote or oppose the gathering of signatures on an initiative, referendum or recall petition; or (e) Promote or oppose the adoption of a measure or the recall of a public office holder.

**For the purposes of these guidelines, a “religious project” is one where the primary or a significant purpose of the project is to promote or support explicitly religious activities including, without limitation, activities that involve overt religious content such as worship, religious instruction or education, or proselytization. I received funding in a previous film grant award, am I eligible to apply? Yes!

Productions predominantly or entirely filmed in Portland (this includes Multnomah, Washington, and Clackamas counties); Stories that highlight events, location, history and/or people of Portland; Stories that promote civic dialogue about occurrences that took place in Portland; Stories that generate interest and have the potential to draw visitors to Portland.

How is equity, diversity and inclusion being supported through this grant program? Prosper Portland’s mission, vision and values are centered throughout this process. We are focusing our efforts intentionally to ensure that gains from physical and economic growth address the growing gaps within our city.

The application will be open from Thursday, Sept. 18th -Tuesday Oct. 7th, 2025.

Submit your application online here by 11:59pm Tuesday, Oct. 7th, 2025. Applicants are asked to submit a two-minute (or less) Video Statement of Interest with their application for review from the panel.

The Video Statement of Interest is an opportunity for applicants to introduce themselves, describe the project and address the eligibility criteria and explain how the project will be successfully completed. The Video Statement of Interest should demonstrate the specifics of the grant. Applicants who do not have the ability to submit a video have the option to submit a written statement of interest of 500 words or less.

Applicants who do not submit a written or video statement of interest will be ineligible for further review. How many awards will be distributed? Three awards will be given out in the amount of $10,000 each.

How will recipients be notified if they are eligible? Applications will be prescreened for eligibility and completion. Applicants will be notified through the application process if they are eligible by answering the eligibility questions.

Applications with incomplete submissions will be notified if they are ineligible through the application portal or by a staff member. Applicants who do not receive funding will be notified by Tuesday, Nov. 4th, 2025.

What happens if I am selected? Selected applicants will be contacted by the Portland Events and Film Office via email or preferred contact method by Tuesday , Nov. 4th, 2025 ; Once notified, awardees will have one week to verbally accept the offer of funding; Awarded project funds must be spent by the end of June 2026.

Awardees must agree to the following: Submit a W-9 to receive funding; Submit proof of liability insurance; Fulfill reporting and verification requirements; Include the Portland Events and Film Office logo on final credits; Share name, production and award of the film on marketing materials on the Portland Events and Film Office and Prosper Portland communication channels; Additional requirements may be included.

Amplify Portland: Local Filmmakers Production Grant (Amplify Portland: Tài trợ Sản xuất cho các Nhà làm phim Địa phương) nhằm mục đích tạo cơ hội cho các nhà làm phim tận dụng các tài năng, đoàn làm phim và nhà cung cấp địa phương trong quá trình sản xuất.

Trọng tâm chương trình của chúng tôi là phát triển chuyên môn của ngành công nghiệp này tại địa phương và giúp truyền thông rộng rãi về Portland thông qua sự xuất hiện của Portland trên màn ảnh. 100% kinh phí dự án được tài trợ sẽ được chỉ định để hỗ trợ các tài năng, đoàn làm phim, doanh nghiệp và/hoặc nhà cung cấp địa phương tại Portland cho dự án; Các dự án được hỗ trợ bao gồm phim tường thuật, phim tài liệu, phim hoạt hình, phim truyện và/hoặc phim ngắn; Các dự án sản xuất phim phải đang trong giai đoạn tiền sản xuất hoặc giai đoạn sản xuất; Các nhà sản xuất cần có ngân sách thể hiện việc sử dụng chi phí sản xuất được tài trợ để chi tiêu tại Portland và phác thảo các nguồn tài trợ hỗ trợ bổ sung cho việc hoàn thành dự án; Đơn đăng ký yêu cầu nộp một video tuyên bố về sự quan tâm dài hai phút hoặc tuyên bố bằng văn bản dài 500 từ (hoặc ít hơn) nêu rõ dự án của quý vị sẽ đáp ứng các yêu cầu về điều kiện hội đủ như thế nào; Khoản tài trợ sản xuất phải được chi tiêu trước cuối Tháng Sáu 2026.

Các quy trình sản xuất sẽ được lựa chọn như thế nào? Các đơn vị sản xuất tại Portland đáp ứng các tiêu chí sẽ được đánh giá bởi một hội đồng gồm các chuyên gia trong ngành, những đơn vị đã nhận hỗ trợ tài chính và nhân viên.

Tất cả các đơn vị đủ điều kiện sẽ được ưu tiên nhanh chóng theo các tiêu chí sau: Chứng minh được cam kết thúc đẩy khả năng biểu thị những câu chuyện độc đáo làm nổi bật các vấn đề, văn hóa, lịch sử, địa điểm và/hoặc cộng đồng của Portland; Chứng minh được cam kết thúc đẩy đối thoại của cư dân và giao lưu văn hóa thông qua cách kể chuyện; Chứng minh được cam kết hỗ trợ tăng trưởng kinh tế cho các đoàn làm phim, tài năng, nhà cung cấp/doanh nghiệp có trụ sở tại Portland; Một ngân sách phác thảo hỗ trợ tài chính và bất kỳ nguồn tài trợ và nguồn lực bổ sung nào được đảm bảo để hoàn thành dự án thành công.

Công việc sản xuất và chi phí không phát sinh tại Portland. Chi phí cho giai đoạn phát triển (ví dụ: thời gian biên kịch tập trung sáng tạo), chi phí hậu kỳ sản xuất, tác phẩm đã hoàn thành, bảo hiểm và giấy phép; Chi phí hoàn trả cho các khoản phí đã phát sinh; Chi phí vốn, chi phí cơ sở hạ tầng hoặc chi phí hoạt động thường xuyên/liên tục; Tiền tài trợ không được phép sử dụng cho các chất bị kiểm soát.

Dự án chính trị* hoặc tôn giáo** *Trong phạm vi hướng dẫn này, “dự án chính trị” là dự án có mục đích chính hoặc quan trọng là: (a) Kêu gọi bất kỳ khoản tiền, ảnh hưởng, dịch vụ hoặc vật có giá trị nào khác, hoặc thúc đẩy hoặc phản đối bất kỳ ủy ban chính trị nào; (b) Thúc đẩy hoặc phản đối việc bổ nhiệm, đề cử hoặc bầu cử một người vào một chức vụ công; (c) Thúc đẩy hoặc phản đối việc nộp đơn kiến ​​nghị sáng kiến, trưng cầu dân ý hoặc bãi nhiệm; (d) Thúc đẩy hoặc phản đối việc thu thập chữ ký trên một sáng kiến, trưng cầu dân ý hoặc bãi nhiệm; hoặc (e) Thúc đẩy hoặc phản đối việc thông qua một biện pháp hoặc bãi nhiệm một người giữ chức vụ công.

**Trong phạm vi hướng dẫn này, “dự án tôn giáo” là dự án có mục đích chính hoặc quan trọng là thúc đẩy hoặc hỗ trợ các hoạt động tôn giáo rõ ràng, bao gồm nhưng không giới hạn ở các hoạt động liên quan đến nội dung tôn giáo công khai như thờ cúng, giáo lý hoặc giáo dục tôn giáo, hoặc truyền đạo.
