The ASAP is designed to alleviate the financial burden of spaying and neutering pets for residents of unincorporated areas of San Bernardino County and the contract city of Big Bear Lake. The San Bernardino County Board of Supervisors has allocated $180,000 annually for spay and neuter vouchers. Now, through July 1, 2026, the vouchers cover $200 for dogs and $100 for cats, helping to reduce the overall cost of surgery.
Vouchers are distributed on a first-come, first-served basis, while funds last. Eligible pet owners may request vouchers, which, upon issuance by San Bernardino County Animal Care, can be redeemed at pre-approved participating local veterinary clinics. By offering financial assistance, the program aims to reduce pet overpopulation, easing the burden on the community and local animal shelters.
For owned pets, the owned pet must reside in the San Bernardino unincorporated County service areas. A limit of 4 owned pets per household may receive this service. View our service area map to see if the owned pet qualifies.

The cost of spaying or neutering your pet is significantly lower than the expense of raising a litter of puppies or kittens, as well as the potential cost of treating infections, cancers, and behavioral issues that are common in unaltered pets. Spaying and neutering also promote a healthier and longer life for your pet(s).
Additionally, uncontrolled breeding has contributed to the overpopulation issue in San Bernardino County, overwhelming local shelters and leaving many pets without homes. By spaying and neutering, you help reduce this burden. Please be responsible and have your pets spayed or neutered.
