Annual Competitive Grants (Culture & the Arts; Education; Social Welfare) is sponsored by Hubbell-Waterman Foundation. Supports projects in culture, education, and social welfare in Scott County, Iowa, and Rock Island County, Illinois.

Areas of focus and funding — Hubbell-Waterman Foundation The Hubbell-Waterman Foundation funds nonprofit organizations serving Scott County, Iowa and Rock Island County, Illinois which are tax-exempt under Section 501(c)3 of the Internal Revenue Code.

The foundation has three long-term areas of focus: Cultivating and supporting the visual and performing arts Investing in landmark cultural institutions Supporting new and innovative programs and initiatives that enrich our community Supporting pre-K–12 education through: After-school and summer programs Creative learning initiatives Life skills and career training Environmental education with a focus on sustainability Mental health programs for students and their families Supporting programs that are accessible to individuals and families through: At-risk and low-income family services Food and nutrition support Immigrant and refugee community support Physical and mental health services Funding is awarded to support three areas of focus: culture and the arts, education, and social welfare.

Within these areas, we provide support for: Capital campaigns and capital acquisitions , including construction and renovations. Operational and/or program grants not to exceed three years resulting from the completion of a capital campaign grant. Multi-year program grants not to exceed three years.

Program grants may include general operating expense reimbursement. Because we believe in transparency, we have also identified projects that the foundation will not fund, including: Membership or affiliation campaigns, dinners, or special events. Conferences, symposia, and related travel.

Grants that further political doctrine. Grants that further religious doctrine. Individual scholarships or sponsorships.

Medical, scientific, or academic research. Organizations that discriminate based on race, color, religion (creed), gender, age, national origin (ancestry), disability, marital status, sexual orientation, gender identity or military status, except to serve an historically disadvantaged group. (Note: Inclusiveness is one of the Hubbell-Waterman Foundation's values.

Therefore, we wish to fund organizations that are inclusive in their policies and practices.) Capital campaigns exceeding $1 million must submit an application to the Quad Cities Contributors Council prior to applying to the Hubbell-Waterman Foundation. Hubbell-Waterman Foundation will consider funding a maximum of 30% of the capital campaign goal for campaigns in excess of $50,000.

If a campaign is less than $50,000, Hubbell-Waterman Foundation may consider funding a higher percentage, up to 100%.

Hubbell-Waterman Foundation will consider funding 15% of the operational budget for grant requests above $50,000 Hubbell-Waterman Foundation will consider funding 1 00% of the program budget for grants requests below $50,000 For multi-year grant requests totaling over $100,000, Hubbell-Waterman Foundation will consider funding 100% of the program budget in the first year, 50% in the second year, and 25% in the third year Grant requests from arts organizations for less than $5000 will not be considered.

Please contact Quad City Arts for consideration through the Arts Dollars grant program. A grant application in the same category will not be accepted or considered from an applicant who is already a recipient of a grant that will provide funding in the same year or other time period as that requested in the grant application.

An organization that is denied funding after review and action by the trustees may not submit another grant application until the next application cycle. Emergency grant applications are excluded from this requirement.
