Appalachian Regional Commission (ARC) Annual Area Development is sponsored by Appalachian Regional Commission (administered by ADECA in Alabama). This opportunity supports mission-aligned projects and measurable outcomes.

ARC Application Information – ADECA ADECA / Appalachian Regional Commission / ARC Application Information ARC designates counties to be in one of five groups: Attainment Counties, Competitive Counties, Distressed Counties, At-risk Counties or Transitional Counties. These designations are made on an annual basis. Attainment Counties are not eligible for ARC funding.

Competitive Counties are eligible for 30% ARC funding. Distressed Counties are eligible for 80% ARC funding. At-Risk Counties are eligible for up to 70% ARC funding.

All other counties are Transitional Counties and are eligible for 50% ARC funding. The goal of the ARC program is to create opportunities for self-sustaining economic development and improved quality of life. All projects must meet one of the following goals established by ARC: Invest in entrepreneurial and business development strategies that strengthen Appalachia’s economy.

​ Improve the education, knowledge, skills and health of residents to work and succeed in Appalachia. Invest in critical infrastructure- especially broadband, transportation, and water/wastewater systems. Strengthen Appalachia’s community and economic development potential by leveraging the Region’s natural and cultural heritage assets.

Build the capacity and skills of current and next generation leaders and organizations to innovate, collaborate and advance community and economic development. The ARC Annual Area Development application cycle is now open. Applications are due by 12 p.
