Incentive Programs and Grants | Maricopa County, AZ Incentive Programs and Grants Incentive Programs and Grants The Maricopa County Air Quality Department (MCAQD) offers air pollution reduction incentives, grants, and programs for businesses, the community, and local government.
Many of these programs offer financial incentives or grants for implementing clean air technologies and addressing air quality issues throughout Maricopa County. Clean Diesel Program (DERA) The State Clean Diesel Grant Program (DERA) was created under the Energy Policy Act of 2005. The act gave the Environmental Protection Agency the ability to promote reductions in diesel emissions by giving states the ability to provide grant monies.
These annual grants are used to provide funding for local fleets to replace, repower, or retrofit older higher emitting diesel engines with newer diesels or newer vehicles that use alternative fuels. To learn more about the State Clean Diesel Grants available visit the Clean Diesel program page.
Maricopa County CFI Funded EV Infrastructure Program The Maricopa County Air Quality Department (MCAQD) has been awarded $15 million in funding from the Federal Highway Administration (FHWA) under the Charging and Fueling Infrastructure (CFI) Program.
The Maricopa County CFI Funded Electric Vehicle (EV) Charging Infrastructure Program is designed to reimburse qualifying Maricopa County Travel Reduction Program (TRP) participants up to 80% for the installation of new EV charging stations (EVCS) for public use at their facility. Electric V ehicle Infrastructure Planning Map MCAQD developed the Electric Vehicle Infrastructure Planning Map as a resource for cities, towns, planning organizations, and the public. This map identifies where existing public EV charging infrastructures are located, and where additional infrastructures could be installed.
Fireplace Retrofit Program (MCFRP) The Maricopa County Fireplace Retrofit Program (MCFRP) is a program designed to reduce air pollution from wood burning fireplaces and provides residents cleaner air to breathe. If a home is already plumbed for natural gas, the program will provide a voucher for up to $2,000 to cover the cost of the installation of a natural gas log set.
For more information and eligibility requirements, visit the Fireplace Retrofit program page. Mowing Down Pollution Program (MCMOW) This lawn and garden equipment replacement program is available to Maricopa County residents and businesses.
In partnership with the Arizona Department of Environmental Quality, the program provides up to $275 in residential vouchers towards the purchase of a new electric or battery powered lawn mower and handheld device. The program also provides up to $1,500 in commercial vouchers towards the purchase of new electric or battery powered lawn and garden handheld devices.

Propane Fire Pit Program (MCPIT) In an effort to improve air quality and reduce air pollution caused by outdoor wood burning in fire pits, MCAQD created the Propane Fire Pit Program (MCPIT).
In partnership with the Arizona Propane Gas Association, the Propane Education and Research Council, and Home Depot, MCAQD offers this program to all residents of Maricopa County. Launched in 2017, the program provides vouchers for discounts towards the purchase of new propane fire pits. To participate in the program, visit the Propane Fire Pit program page.
Voluntary Vehicle Repair Program (VVR) The Voluntary Vehicle Repair (VVR) Program provides owners of eligible vehicles with financial assistance to help offset the cost of repairs needed to pass a failed emissions test. Parkland Acquisitions and Renovations for Communities (PARC) Grant Program is a grant from the Massachusetts Executive Office of Energy and Environmental Affairs that funds the acquisition and development of public parkland and outdoor recreational facilities. Eligible applicants include Massachusetts cities of any size and towns with 35,000 or more year-round residents that have an established park or recreation commission and an approved Open Space and Recreation Plan. Smaller communities may qualify under small town, regional, or statewide provisions. Awards reach up to $425,000, with a deadline of July 8, 2025. Bats for the Future Fund is a grant from the National Fish and Wildlife Foundation (NFWF), in partnership with the U.S. Fish and Wildlife Service, that funds efforts to slow or halt the spread of white-nose syndrome (WNS) disease and support the recovery of affected bat populations in North America. Funded projects may address disease treatment, habitat conservation, population monitoring, or public education strategies that contribute to bat species survival. Additional support is provided by NextEra Energy Resources through its charitable foundation. Eligible applicants include researchers, nonprofits, universities, and government agencies with relevant conservation expertise. Awards range from $50,000 to $250,000, with the 2025 deadline on August 14, 2025.
Northern California Environmental Grassroots Fund is a grant from Rose Foundation for Communities and the Environment that funds small and emerging grassroots organizations in California building climate resilience and advancing environmental justice. The fund prioritizes groups rooted in historically marginalized communities, including BIPOC, frontline, and low-income populations, with strong advocacy, organizing, and outreach components. Eligible applicants are nonprofit organizations or fiscally-sponsored groups with annual income or expenses of $150,000 or less; government agencies, colleges, and universities are not eligible. Awards typically range from $4,000 to $7,500, with a maximum of $7,500.
On June 11, 2026, U.S. District Judge Richard Gergel ruled that the EPA's February 2025 termination of the $2.8 billion Environmental and Climate Justice Block Grant Program — created by Section 60201 of the Inflation Reduction Act — was arbitrary, capricious, and unlawful. The ruling voids the termination but does not order the EPA to resume the program, leaving the September 30, 2026 statutory deadline as the binding constraint. For the 116 grantees and the coalition of nonprofits, cities, and tribal partners that were already in award negotiations, the next 105 days will determine whether the program survives in any operational form or migrates entirely to the Court of Federal Claims as a damages action.
