ARO Core Historically Black Colleges and Universities and Minority-Serving Institutions (HBCUs/MIs) Program - DEVCOM Army Research Laboratory The DEVCOM ARL Army Research Office Core Historically Black Colleges and Universities and Minority-Serving Institutions (HBCU/MI) program funds research performed by HBCU and MI institutions and principal investigators at those institutions that are often new to ARO or to specific research programs within the ARL foundational research competencies.
The program offers co-funding to technical points of contact (TPOCs) to expand the research performer base, while broadening communities of interest and practice within the ARL competencies. Each year, new research proposals are considered for funding with TPOCs recommending top proposals through the associated competency.
Funding selections are typically made in advance of each fiscal year, proposal submission (following whitepaper submission and dialogue with technical program manager) should occur by third quarter of prior fiscal year. This Notice of Funding Opportunity Announcement (NOFO) invites grant applications for Environmental Health Sciences Core Centers (EHSCC). As intellectual hubs for environmental health science research, the EHSCC's are expected to be the thought leaders for the field and advance the goals of the 2025-2029 NIEHS Strategic Plan (http://www.niehs.nih.gov/about/strategicplan/). The Core Centers provide critical research infrastructure, shared facilities, services and/or resources, to groups of investigators conducting environmental health sciences research. An EHSCC enables researchers to conduct their independently-funded individual and/or collaborative research projects more efficiently and/or more effectively. The overall goal of an EHSCC is to identify and capitalize on emerging issues that advance improving the understanding of the relationships among environmental exposures, human biology, and disease. The Institutional Development Award (IDeA) program supports biomedical research capacity building in states that have historically received low levels of NIH funding. The Centers of Biomedical Research Excellence: Expansion/Sustainability Phases (COBRE-E/S) Notice of Funding Opportunity (NOFO) supports the expansion and sustainability of biomedical research centers in IDeA-eligible institutions. These centers will focus on building research capacity in broad scientific areas of strategic importance for the institutions.
