Asset Inventory and Assessment Grants | NC DEQ The Asset Inventory and Assessment grants were created in Session Law 2015-241 in the changes made to NCGS 159G, to broaden the use of grant funds to encourage water and wastewater utilities to become more viable and more proactive in the management and financing of their systems.
The grants are limited to $150,000 from the Wastewater Reserve or the Drinking Water Reserve, over a period of three years, to the same local government unit or nonprofit water corporation. The Affordability Criteria do not limit the grant percentage or the eligibility for these grants.

Water Resources Development Grant Program for State and Local Projects is sponsored by North Carolina Department of Environmental Quality (NC DEQ) Division of Water Resources (DWR). This program provides cost-share grants to local governments in North Carolina for water management, stream restoration, and water-based recreation projects, as well as feasibility and engineering studies for these initiatives.
Environmental Assessment Funding Grant (MARC Grant) is a grant from the North Carolina Department of Environmental Quality (NC DEQ) Brownfields Redevelopment Section that funds environmental site assessments, reuse planning, and community engagement in historically disadvantaged areas of North Carolina. The EPA awarded NC DEQ a $2 million MARC grant in 2022 to complete assessments across three historically disadvantaged regions of the state. On June 11, 2026, U.S. District Judge Richard Gergel ruled that the EPA's February 2025 termination of the $2.8 billion Environmental and Climate Justice Block Grant Program — created by Section 60201 of the Inflation Reduction Act — was arbitrary, capricious, and unlawful. The ruling voids the termination but does not order the EPA to resume the program, leaving the September 30, 2026 statutory deadline as the binding constraint. For the 116 grantees and the coalition of nonprofits, cities, and tribal partners that were already in award negotiations, the next 105 days will determine whether the program survives in any operational form or migrates entirely to the Court of Federal Claims as a damages action.
