Eligibility criteria: Eligible applicants: non-governmental organisations (NGOs), civil society organisations (CSOs), universities, research institutions and Pacific regional organisations. Ineligible: government agencies, multilateral organisations, managing contractors, commercial service providers and development banks (these cannot submit or be consortium members).
