Bay Area Regional Energy Network - Regional Climate Protection Authority Bay Area Regional Energy Network (BayREN) Local Government Empowering Our Communities The Bay Area Regional Energy Network (BayREN) is a coalition of the Bay Area’s nine counties -a network of local governments and the Association of Bay Area Governments (ABAG) partnering to promote energy, water and greenhouse gas reduction for residents, small businesses, and local governments.

Starting in 2024, BayREN will offer 10 programs, including four new additions. A will be allocated to enhance equity initiatives for underserved residents. This allocation underscores BayREN’s dedication to prioritizing climate action for local communities.

BayREN serves the Bay Area with three priorities: Promote healthy and energy efficient buildings for residents and businesses Build capacity for local governments to increase their impact Reduce carbon emissions by catalyzing regional activities. A key value of the BayREN and RCPA approach is building partnerships with existing groups and other implementers to avoid duplication of effort and leverage local resources.

RCPA collaborates with the Sonoma County Energy and Sustainability team to provide a seamless one-stop-shop experience for local property owners, providing energy upgrade incentive and rebate information, a list of licensed contractors, and financing options in one convenient package.

The County of Sonoma, in partnership with the Bay Area Regional Energy Network (BayREN), developed a comprehensive guidebook to educate homeowners on improvements that can be made for a more energy efficient, safe, comfortable, and resilient home. Topics covered include: energy efficient technologies, water saving features, and ways to make homes more resilient to the impacts of wildfires, earthquakes, and much more.

Efficiency & Sustainable Energy (EASE) Home BayREN’s new single family program , Efficiency & Sustainable Energy (EASE) Home program, called EASE Home for short, offers income-eligible residents an opportunity to get customized and low-cost home energy upgrades to improve comfort and health at home.

Have a household income under or at 120% county AMI Must live in a single-family residence in the nine Bay Area counties A free site visit and customized energy recommendations from a trained expert Comprehensive support, from permit and rebate applications to installation Low-cost energy upgrades, such as insulation and duct sealing with optional electrification options.

BayREN will cover up to 80% of the costs for retrofit measures that keep your house warm during the winter and cool during the summer, improve your indoor air quality, and save energy. Such as insulation, duct sealing, a smart thermostat. BayREN can also provide hassle-free electrification installations, with fixed pricing and vetted contractors, to convert outdated gas appliances to safe, healthier, more energy-efficient options.

Cost coverage would depend on 3 rd party rebate availability. Program participants can expect to only pay the co-payment. BayREN will handle everything else!

Whether you have to replace outdated equipment, need to comply with energy codes, or simply want to take advantage of the latest, most efficient technology, BayREN will help you plan and pay for improvements designed to save 10% or more of your building’s energy usage. All multifamily properties with five or more dwelling units and those with 2-4 units with central system (e.

g shared hot water heater) in the nine county Bay Area (Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, Sonoma) are eligible to apply. Market rate projects ≥ 50 units are not eligible for the program (effective7/3/25). Rebates start at $500.

00 per unit with additional incentives available for properties located in program-designated burden zones that are most impacted by air pollution, extreme heat, and high housing costs. The Green Labeling program oversees the Home Energy Score (HES) implementation in the Bay Area, providing residents with insights into their home’s efficiency potential after completing home upgrade projects.

BayREN has been approved to administer HES statewide. The program also provides training and resources for real estate professionals and property appraisers to become green home experts. The program helps homeowners and renters install water and energy efficiency upgrades.

More information about the services that these programs will provide is below. The programs will start up in 2024. We anticipate the Energy Concierge service will be available in early fall this year while the other services are expected to be available in late fall this year.

Local government or special district staff who may want to participate in one or more parts of these programs can fill out the interest form below to receive more information once it is available. The Integrated Energy Services Program focuses on providing holistic support for all energy-related building systems and includes the Energy Concierge as well as an Energy Roadmapping service.

The Targeted Decarbonization Services Program is focused on building decarbonization and has the Decarbonization Showcase as well as a Decarbonization Education and Financing service. They focus on decarbonization and general energy efficiency, providing comprehensive reports for decision-makers and connecting customers to investment-grade audits as needed.
