BHC Proposition 84 Grant Program

BHC Proposition 84 Grant Program is sponsored by Baldwin Hills Conservancy. The Baldwin Hills Conservancy invites applications for projects that enhance water quality in the Ballona Creek Watershed and improve access to Baldwin Hills Parklands. Priority is given to projects demonstrating urgency, innovation, and community involvement.

Baldwin Hills & Urban Watersheds Conservancy (BH UWC) Proposition 84 Grant Program - California Grants Portal The purpose of the BHC Prop 84 Grant Program is to provide funds for planning and capital improvement projects that benefit the Ballona Creek Watershed and BH UWC territory through either: Protecting or preventing contamination and degradation of coastal waters and watersheds; Protecting and restoring the natural habitat values of coastal waters and lands; or Promoting access to and enjoyment of the coastal resources of the state.

Proposed projects should seek to implement or expand on one or more of the following goals: Increase active recreation opportunities for underserved communities. Create an implement a comprehensive trail system. Provide public access and entry ways.

Protect and restore natural habitat. Protect critical view sheds. Protect and improve urban water quality.

Emphasize connection between existing parks, trails, and urban streams. Restore industrial lands to park and open-space purposes. Protect watersheds connecting to Santa Monica Bay.

Applications will be submitted in two phases: a Concept Proposal and a Full Application. It is strongly recommended that prospective applicants contact BH UWC staff and attend a grant workshop for a consultation prior to submitting a Concept Proposal.

State and Federal Entities Local Public Agencies Tribal Governments: Federally Recognized Native American Tribes; and Non-federally recognized California Native American Tribes listed on the California Tribal Consultation List maintained by the Native American Heritage Commission. Non-profit Organizations/Community-Based Organizations: U.S. Federal Income Tax-exempt organizations, 501(c) (3) designation or fiscally sponsored.

Matching Funding Requirement: Matching funds are not required but will increase the competitiveness of the project application. Matching funds may include in‐kind staff services, operations and maintenance, volunteer support, and ongoing monitoring and assessment. Contributions may be in the form of money, property, or services and must be verifiable.

The date (and time, where applicable) by which all applications must be submitted to the grantmaker. Time listed as “00:00” equates to midnight. Expected award announcement The date on which the grantor expects to announce the recipient(s) of the grant.

The length of time during which the grant money must be utilized. Total estimated available funding The total projected dollar amount of the grant. Expected number of awards A single grant opportunity may represent one or many awards.

The funding source allocated to fund the grant. It may be either State or Federal (or a combination of both), and be tied to a specific piece of legislation, a proposition, or a bond number.

The Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84); Division 43 (commencing Section 75001) to the Public Resources Code; Section 75050 of Chapter 7 of the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act. The manner in which the grant funding will be delivered to the awardee.

Funding methods include reimbursements (where the recipient spends out-of-pocket and is reimbursed by the grantor) and advances (where the recipient spends received grant funds directly). Advances & Reimbursement(s) BH UWC Grants are reimbursement-based, meaning funds are received after cost have been incurred for a BH UWC Board approved project.
