Bivins Foundation To be eligible for funding, the applicant organization must be a 501(c)(3) nonprofit organization that is classified as a public charity or a political subdivision. Must use the grant funds within and for the benefit of the residents and communities of the 26 counties of the Texas Panhandle.
The counties of the Texas Panhandle are: Armstrong, Briscoe, Carson, Castro, Childress, Collingsworth, Dallam, Deaf Smith, Donley, Gray, Hall, Hansford, Hartley, Hemphill, Hutchinson, Lipscomb, Moore, Ochiltree, Oldham, Parmer, Potter, Randall, Roberts, Sherman, Swisher, and Wheeler. The Mary E.
