Bridge Housing Host Sites, Service Providers, and Site Operators RFQ is sponsored by City of Modesto. The City of Modesto is actively seeking partners for bridge housing host sites, service providers, and site operators.

Bridge Housing | Modesto, CA Community & Economic Development Bridge Housing is a type of temporary accommodation designed to help individuals or families experiencing homelessness transition to more stable and permanent housing. It serves as a "bridge" between emergency shelter facilities and permanent housing options.

The Bridge Housing units traditionally are tiny, manufactured homes of approximately 60 to 80 square feet for individuals, and about 120 to 150 square feet for couples or families. Why is Bridge Housing important to Modesto?

To help meet the needs of the rising number of individuals experiencing homelessness, the City of Modesto has worked tirelessly to address the challenge of homelessness through the Three Prong Strategy: In November 2023, the Modesto City Council unanimously approved the concept of bridge housing as a significant component of our strategy and allocated $3 million of Measure H funding to assist with the purchase of bridge housing units and the required infrastructure to accommodate the sites.

Modesto is in Search of Host Site Partners for Bridge Housing Projects! The investment toward bridge housing demonstrates the City's commitment to finding practical solutions for individuals experiencing homelessness in our community. The City of Modesto is soliciting Requests for Qualifications (RFQ) for host sites, service providers, and site operators.

Organizations are not required to have prior bridge housing program experience or be affiliated with a pending bridge housing project. Based on the proposed sites and available funding, the City will aim to partner eligible sites with eligible service providers and operators for a successful bridge housing project.

The City cannot undertake this effort alone, community partnerships are critical to addressing homelessness and moving these projects forward to continue making an impact in our community.

If you are interested in submitting an application to be a Bridge Housing Host Site Through this Request for Qualifications the City is soliciting applications from interested parties to expand or develop their locations to serve as sites for Bridge Housing.

This includes public or private property, including but not limited to the following: Vacant or underutilized lots; or Pre-existing buildings (e.g., large houses/residential properties, dorms, church/faith facilities, nursing homes, hotels, commercial spaces, schools, etc.) Respondents are asked to consider the following needs in identifying suitable locations: Proximity to public transportation Vacant or underutilized lots Vacant lots should be relatively flat, remediated or otherwise free of environmental hazards (contamination), and be able to accommodate the operations (e.g., up to 30 units of small rapidly deployable shelters/sleeping cabins) and bathroom facilities.

Pre-existing buildings should have the ability to: Provide adequate bathrooms (and showers) or the ability to use mobile bathrooms for the number of expected clients.

Contain rooms or areas that can be converted into sleeping rooms (all room sizes will be considered) Include a kitchen or accommodate food delivery and service for the clients) Meet applicable fire and building code for individuals to occupy the space overnight and/or 24/7, and adhere to all applicable state and federal laws for occupancy.

Successful sites will have the following plans or partnerships demonstrated within their proposal: Site operator if not the property owner Case management service provider if not the property owner If your organization is interested to learn more, City staff is always available for questions and technical assistance by appointment.

If you are interested in being a Bridge Housing Site Operator This RFQ is intended to identify experienced Site Operators to serve as property managers for Bridge Housing sites in the Modesto community.

The Site Operators shall be required to maintain a safe and operable place for individuals experiencing homelessness to stay and stabilize while partnering with the service providers to develop a plan for safe secure permanent housing beyond their stay at a bridge housing site. Respondents, if qualified, will be paired with an eligible host site.

If the respondent is already in partnership with a qualified site owner, please ensure that it is disclosed in the application.

Operators shall be required to submit an Operations Plan and Approach for a site of up to 30 clients, that considers the following: Detailed procedure for 24-hour security and fire watch services Experience with lease terms and community rules Process and procedures for ensuring clients adhere to agreement terms and community rules Process and procedures for de-escalation and resolution of guest-guest conflicts Process and procedures for de-escalation and resolution of site operator-guest conflicts Process and procedures for ensuring property maintenance is maintained, in accordance with the City of Modesto Process and procedures for properly handling grievances If your organization is interested to learn more, City staff is always available for questions and technical assistance by appointment.

If you are interested in being a Bridge Housing Service Provider This RFQ is intended to identify qualified case management service providers to provide services for Bridge Housing sites in the Modesto community. Service providers shall have experience in providing services to clients in similar settings and shall be responsible for intaking referrals from a variety of community partners and agencies outside of the community.

Individuals who reside in Bridge Housing sites may be referred for Case Management Services. These individuals may be experiencing complex medical, psychiatric, substance use conditions, and/or are high utilizers of emergency care services. Supportive services are necessary to assist individuals in navigating services successfully.

Service providers who elect to submit an RFQ shall have experience in providing comprehensive support and referral services for individuals with complex needs. The goals of Case Management Services are to reduce barriers from street and shelter to housing and ensure stability after placement into permanent housing.
