The Oregon Broadband Office operates this program using federal funds awarded to the State of Oregon by the US Treasury as part of the American Rescue Plan Act Capital Projects Fund (ARPA CPF). As a result, program guidelines are designed to meet both State and Federal requirements and priorities.

Private and for-profit entities affiliates (economic development corporations, regional planning and development councils, and councils of government) Partnerships between eligible applicants All applicants for Program funding must have authority for their proposed Project. For example, while ports are generally eligible applicants as they are included within the definition of municipality, ORS 777.
271 limits the authority of rural ports to acquire certain telecommunications infrastructure or facilities and to provide certain telecommunications services. sole eligible activity for this Program is the construction and deployment of Broadband Infrastructure Projects (“Projects”) that offer reliable 100/100 Mbps broadband service to locations lacking at least 100/20 Mbps reliable service.
The program will operate on a reimbursement basis- making payments to awardees as they submit invoices for expenses incurred for actual work Application Process and Timeline Application requirements will be listed in the Program Handbook.

Please review the Handbook, Appendix B: Previously Funded Areas. Q: Are matching funds required and, if so, is a grantee required to spend matching funds first before drawing down grant funds? A: Matching funds are not required.
Q: Do state prevailing wage rates apply fo BDP-funded projects? A: This determination must be made by the Oregon Bureau of Labor and Industries (BOLI). Please contact BOLI directly with any questions regarding prevailing wage.

Awards made under the ARPA/CPF program are not subject to the Buy America Preference requirements set forth in section 70914 of the Build America, Buy America Act included in the Infrastructure Investment and Jobs Act, Pub. L. 117-58.
A: Yes. The cost of service is based on the price the consumers actually pay. If a municipality partners with an ISP, may the ISP submit a separate BDP application that identifies a separate project location?
If yes, is it possible for both applications to receive awards? Q: What types of broadband projects meet the definition of "regional scale" for BDP? bonus score percentage will be given to applications seeking to close the Digital Divide at a regional scale, through unincorporated areas, and across city and/or county boundary lines, per BDP Handbook , page 13.

16 of the BDP Handbook, applicants will be required to provide the last three years of applicant’s audited or reviewed financial income statements, balance sheet, and cash flow statements. The Oregon Broadband Office will request financial information at a later date in the application process.
