Building Cleaner Communities Competition Clean and Resilient Spaces for Thriving Local Economies and Communities NYSERDA’s Building Cleaner Communities Competition – formerly known as the Carbon Neutral Community Economic Development program - supports the design and construction of carbon neutral or net zero energy performance projects.
It provides funding to support building-specific measures for energy efficiency and resiliency such as all-electric heating and cooling systems, renewable energy, storage and grid interconnectivity. The program is open to a variety of building use types including but not limited to light industrial and manufacturing, warehouses and distribution centers, municipal and government facilities and offices.
Benefits Offered to Building Owners NYSERDA’s Building Cleaner Communities Competition offers funding for clean and resilient buildings and communities to showcase replicable approaches and strategies tied to the design, development, and implementation of these projects that will ultimately be good for both businesses and occupants.
Exceptionally energy-efficient buildings designed and constructed to be resilient and utilize all-electric building heating, domestic hot water (DHW), ventilating, cooling with low GWP refrigerants, kitchen, laundry and other appliances, as well as lighting. The program is working to modernize the state’s buildings and help developers construct new buildings that include technologies and solutions that spur innovation.
BCCC allows building owners and designers to explore new methodologies to build and integrate new systems, technologies, and products into the buildings to achieve carbon neutral or net zero energy status. Healthy Building Practices Bring building owners value with well-designed comfortable, efficient, safe environments that promote healthy indoor air quality, combat allergens and asthma, and emphasize occupant control.
Resilient Building Strategies Applicants are encouraged to use strategies like passive survivability during extended power outages, address forward looking climate conditions, and community resilience enhancing strategies. Third Party Certification Applicants and their design teams are encouraged to investigate and design to third party certifications, such as Passive House, to help achieve carbon neutral or net zero energy status.
Support market positioning at the forefront of energy efficient, clean and resilient building design, construction, and development. The financial support for all projects will be capped at $1,500,000 for a single building and $3,000,000 for multiple buildings, or 35% of total project cost for 501(c)(3) entity or government entity and 25% of total project cost for all other entities, whichever is less.
Funding can be comprised of both a dollar per square foot amount and flat incentive amounts for various project elements. $45 per square foot for projects owned by a 501(c)(3) or government entity. $35 per square for all other projects.
Projects that have been committed to designing and certifying to the Passive House standard will be eligible for an incentive of $150,000. Projects that have been committed to installing Ground Source Heat Pumps to meet the design temperature-based heating and cooling loads will be eligible for an incentive of $200,000.
Projects that have been committed to installing Geothermal Network to meet the design temperature-based heating and cooling loads will be eligible for an incentive of $400,000. Project can be located anywhere in New York State. Project is part of the commercial sector.
Please see eligible project types in the 2026 Available CFA Resources . Project can encompass a single building or multiple buildings on the same or adjacent sites. Applicant can include building owners or developers.
Application must be submitted prior to issuance of the building permit. Project can be new construction or existing buildings going through substantial renovations, gut rehabilitations, or adaptive reuse. Project needs to meet carbon neutral or net zero energy performance status.
Applications to this program are submitted through the New York State Consolidated Funding Application. Applications will be accepted continuously from June 1, 2026, through August 14, 2026, at 4:00 p. m EST.

The expansion will accommodate growing visitor numbers and program offerings, enhance visitor amenities, and improve accessibility with a new welcome center, educational classrooms, seasonal pollinator exhibit, gift shop, cafe, and event spaces enhancing community engagement.
The modernized facility will serve as a public demonstration of high efficiency design with low embodied carbon, that will boost cultural and economic vitality and create 30-60 new jobs in the region.

The project will modernize Hawthorne Valley’s integrated learning campus, on the 900-acre Biodynamic farm in Ghent. Services provided will include the early childhood through grade 12 school, farm education programs, a grocery store, a creamery and bakery, social, ecological, and cultural research groups, teacher education programs, arts initiatives, and more.
The project is employing a heat pump dairy pasteurization system, ground source heat pumps, and an energy recovery ventilation system to improve indoor air quality, while reusing the existing hydrothermal infrastructure. To offset electrical demands, an 85kW solar array will be added to offset the school's load.

Clinton, NY, 13323 REDC Region: Mohawk Valley Company: Trustees of Hamilton College Description: This new 41,000 square foot facility will promote technological innovation, computational thinking and problem-solving, creative expression and communication, and data and analytical reasoning for Hamilton College in Clinton.
The state-of-the-art computer and data science facility is offering adaptable spaces where interdisciplinary educational projects and collaborations thrive, and students will cultivate digital fluency across a broad curriculum. The all-electric project will use geothermal systems, solar photovoltaic and electric vehicle chargers creating renewable energy.
Highly insulated walls, LED lighting, building sensors and low flow plumbing will help reduce energy load and a stormwater system and a diesel generator enhances resiliency.

Description: Chester Agricultural Center Farmwork Housing is a mixed-use affordable housing development serving low- and very-low-income farmers and farm laborers in the Town of Chester, a disadvantaged community.
The new construction building features an education and event space and a farm stand that serves the community and the occupants of the housing project. The Passive House certified, all electric project, includes a high-performance envelope for occupant thermal comfort and resiliency.
The project will also utilize ground and air source heat pumps for heating, cooling and domestic hot water with an energy recovery ventilator system for improved indoor air quality and comfort. Stormwater is managed with permeable surfaces, bioswales and green landscaping with native and sustainable plants to absorb stormwater and water collection is used for irrigation and absorption to prevent flooding.

The facility will include meeting and exhibit space, a small kitchen area, large patio overlooking the Mohawk River, ADA-compliant bathrooms, and program workspaces. The net-zero facility will use air source heat pumps, highly efficient windows and doors, LED lighting, insulation, and advanced air sealing measures. Solar PV arrays will produce the energy needed to operate the facility.
Funding Awarded: $118,920 Total Project Cost: $1,394,200 NC/AR/Expansion: Adaptive Reuse Third Party Certification: Net Zero Third Party Certification High efficiency building envelope The Beacon East Harlem MultiService Center 413 E 120th St, New York, NY 10035 REDC Region: New York City Company: The Community Builders Inc Description: The MultiService Center (MSC) is an adaptive reuse and expansion project in East Harlem, a disadvantaged community, that is providing essential community services including housing assistance, homeless prevention, childcare, education and professional development.
Enhancing community connectivity with a greenhouse, multi-purpose event space, and basketball court. The Passive House certified building will provide an air-sealed envelope, new solar panels, energy recovery ventilators for improved indoor air quality, and flood resiliency strategies. The construction of Wagner Walk, a landscaped pedestrian walkway with art installations, will connect the MSC to the surrounding Robert F.
Wagner Houses NYCHA campus. Intentional plant selection and landscaping will be employed to aid in the reduction of the heat island effect. The adaptive reuse project along with careful material selections will significantly reduce embodied carbon.

Located in a disadvantaged community, this adaptive reuse project will modernize a vacant, 23,577 square foot historic building. Incorporating the use of a roll up generator for resiliency, ground source heat pumps, an innovative PV glass system creating renewable energy, and a green roof to help reduce the heat island effect.
Special consideration for reducing indoor water usage as well as careful plant selection and irrigation system to reduce water use. The center will also create community vitality by creating 95 temporary full-time jobs and 100 permanent full-time jobs to the area and serving as a community cooling center.

This project revitalizes the underutilized vacant land in Port Jervis, a disadvantaged community and Downtown Revitalization Initiative area stimulating the local economy while adding comfortable, safe and healthy homes to the area. The high-performance building features ground -source heat pumps, solar photovoltaic, and battery storage for resiliency.
A green roof and green balconies will install a connection to nature while contributing to a reduction in the heat island effect. Electric vehicle charging stations will also provide essential amenities to the community.

This project is a replicable and scalable model of clean and resilient building practices for other municipalities across the state and beyond. Incorporating renewable energy with geothermal heating and cooling and roof mounted solar photovoltaic that will supply 25% of the building's electrical needs.
Resiliency was a key focus for the project as it strives to achieve a 100-year life span by increasing passive survivability starting with a high-performance building envelope, utilizing a redundant backup for all systems and a large UPS battery system.
An energy recovery ventilation system will supply fresh air to staff and visitors ensuring a comfortable and healthy working environment and will also provide eight electric vehicle chargers for the community.

The project exemplifies adaptive reuse and mindful historic rehabilitation, to achieve carbon neutral performance: high-performance envelope to minimize energy loads; energy-efficient, all-electric air-source heat pumps; and photovoltaic systems. Funding Awarded: $2,000,000.

The building improvements will include a roof replacement, building envelope improvements, a geothermal heating/cooling system, electric vehicle charging stations and a solar energy system. Site work includes teaching gardens, rain gardens, and walking paths. All of the proposed improvements will result in a net zero energy building.

Kingston City Hall and the Andy Murphy Neighborhood Center anchor midtown and will showcase solar systems, heat pumps, and a thermal energy network. The pre-war buildings need envelope upgrades and new heat systems. They will be converted to run entirely on electricity, bring more solar power and vehicle charging on-site, and add stormwater and thermal infrastructure for the community.

The project includes the construction of a new two-floor, state-of-the-art dance studio, with the first floor fully ADA compliant. In line with the Town’s sustainability and decarbonization goals, the project will be a sustainable, energy efficient and carbon neutral model to further the facilities’ ability to reduce greenhouse emissions.

The revitalized structure will consist of a lounge/restaurant with indoor and outdoor seating, Class A office space with a reception lobby and a shared conference space for the building, housing the Troy Offices of Phinney Design Group, and a green roof facing Broadway.

Reimagined as “The Bank Loft,” the landmark will provide apartments and ground floor retail space in a beautifully restored carbon neutral building that will meet rigorous Phius+ 2021 Core standards. The Bank Loft will serve as a replicable model for the decarbonization of historic buildings—multiplying its environmental and economic impact. Funding Awarded: $972,806.
