Purpose of Funding: To support pre-disaster hazard mitigation activities that lower future disaster costs, strengthen and modernize infrastructure against natural hazards, and promote infrastructure-focused resilience and modern hazard-resistant building codes. Eligibility: Eligible applicants are states, the District of Columbia, U.S. territories, and federally recognized Tribal Nations.
Eligible sub-applicants may include communities, local governments, cities, townships, counties, special district governments, and Tribal Nations.
Applicants must have a FEMA-approved State or Tribal Hazard Mitigation Plan by the application deadline and at award; sub-applicants need approved local or tribal plans for hazard mitigation projects, though capability- and capacity-building activities are exempt from that sub-applicant plan requirement.
