Bulloch Strong launches roof grant program for Debby-affected residents Add Us On Google Add as a preferred source on Google STATESBORO, Ga. (WTOC) - Homeowners who suffered damage during Tropical Storm Debby may be eligible for a new storm-resistant roof through a limited grant program offered by Bulloch Strong.

The organization has received funding to provide qualifying homeowners with FORTIFIED Roof systems, which are designed to better withstand severe weather and help make homes more resilient during future disasters. The grants are available to homeowners whose primary residence was damaged during Tropical Storm Debby between Aug. 4 and Aug.

20, 2025. Damage does not have to be roof-related to qualify. Applicants must meet income requirements, with annual household income at or below 120% of the Area Median Income.

For a family of four in Bulloch County, that threshold is $93,225. Funding priority will be given to homeowners who are uninsured or underinsured. To qualify, the damaged home must have been the applicant’s primary residence at the time of the storm and must be the only home owned by the applicant.

Funding is not available for homes requiring repairs due to deferred maintenance, mobile homes, homes built on dry stack construction or properties located within a floodway. Bulloch Strong encourages residents who believe they may qualify to complete an intake form. Officials say homeowners who are unsure of their eligibility are still encouraged to apply so a case manager can review their situation.

Grant funding is limited and will be awarded to eligible applicants while funds remain available.
