California Serves Grant Program 2025-26 - California Grants Portal Funding for the annual grant program is intended to support expanding access for high school graduates to the State Seal of Civic Engagement through high quality service-learning programs. Emphasis shall be on programs that demonstrate rich civic engagement and learning in pursuit of a State Seal of Civic Engagement specifically through service-learning.
The California Department of Education invites eligible local educational agencies, which include school districts, county offices of education, or charter schools to apply for a California Serves Grant to be used for the purpose of promoting access to effective service-learning with the goal of expanding access for high school graduates in obtaining a State Seal of Civic Engagement through service-learning.
This grant will be used for planning time, professional development, purchase of instructional materials, participation costs, and/or personnel costs that support expanded access to the State Seal of Civic Engagement through high-quality service-learning.
Grant funding can be used for a wide range of purposes that promote access to effective service-learning for students in grade twelve, with the goal of expanding access for high school graduates in obtaining a State Seal of Civic Engagement through service-learning. Allowable expenditures may include: Paid planning time for teachers to increase the use of service-learning in instruction.
Professional development on service learning for administrators and teachers. Purchase of instructional materials to help integrate service-learning in instruction. Participation costs, including materials or travel expenses related to service-learning activities.
Personnel costs for coordinating service-learning at the local educational agency or a school site. Participation costs associated with grant program evaluation. For any questions about the California Serves Grant Program, please contact Sarah Smith by email at SSCE@cde.

Eligibility is limited to local educational agencies, defined as a school district, county office of education, or charter school, within the State of California that serves students in grade twelve. At least 55% of the pupils enrolled in the local educational agency shall be unduplicated pupils.

The Assembly Bill 181, Section 71, Budget Act of 2022 authorized the California Serves Grant Program, which provides funding for an annual grant program. Funds available to each applicant are based on the content and quality of the submitted application and proposed activities.
The total grant budget for this Request for Applications, as appropriated in AB 181, Section 71 of the General Fund, is up to $5 million annually. The manner in which the grant funding will be delivered to the awardee. Funding methods include reimbursements (where the recipient spends out-of-pocket and is reimbursed by the grantor) and advances (where the recipient spends received grant funds directly).

2026-27 Public Charter Schools Grant Program Start-Up Subgrant is sponsored by CA Department of Education. The Public Charter Schools Grant Program (PCSGP) is a discretionary grant program administered by the California Department of Education, on behalf of the State Board of Education, through funding awarded by the federal Charter Schools Program (CSP). CSP grants awards to State Entities that, in turn, award subgrants to eligible applicants for the purpose of opening new charter schools and replicating and expanding high-quality charter schools. Effective October 1, 2024, California was awarded a $93 million federal CSP grant and plans to distribute 70 PCSGP Start-Up Subgrants to new, replicating, and expanding charter schools. For fiscal year 2026-27, California has an approved pipeline and budget to award approximately 26 subgrants. The actual number and type of subgrants awarded during each Request for Applications (RFA) competition may vary based on demand. If all authorized awards are not approved for funding, California may open additional RFA competition events for new applicants until allocated funds have been awarded. The submission of the Intent to Apply Form is recommended by July 20, 2026. The Intent to Apply Form can be found on the California Department of Education web site by using the link provided in this posting. Please submit the Intent to Apply Form by email to PCSGP@cde.ca.gov. There are three PCSGP Start-Up Subgrants offered through this RFA: New School (Planning and Implementation), Replication, and Expansion. A newly established or conversion charter school may be eligible for a Planning, Implementation, or Replication subgrant provided that the school did not begin serving students prior to July 1, 2024. An established charter school may be eligible for an Expansion subgrant. PCSGP applications are reviewed by peer evaluators and awarded to school developers to assist in the development and initial operations of newly established/conversion/expanding charter schools. A developer, as defined by Elementary and Secondary Education Act (ESEA) section 4310(5), must have an approved charter petition from an authorized public chartering authority by the due date of the RFA. If the charter school has an approved charter petition, but is not yet serving students, the applicant must include proof of charter petition approval as part of the PCSGP application. All applicants must submit proof the applicant has notified the authorizer of their intent to apply for PCSGP start-up subgrant funds.
2025–26 After School Education and Safety grant program (Round 2) is sponsored by CA Department of Education. The purpose of the After School Education and Safety Program is to create incentives for establishing locally-driven Expanded Learning programs, including after school programs that partner with public schools and communities to provide academic and literacy support, and safe, constructive alternatives for youth. The After School Education and Safety (ASES) Program is the result of the 2002 voter-approved initiative, Proposition 49.
