Our Energy Assistance Program equips low to moderate income families with essential resources to stay warm and healthy. Working closely with New York-based utilities companies, Heartshare is dedicated to providing energy assistance to individuals and families in need through collaborating with community-based organizations across the state to reach underserved clients.
Within this program, there are several funds available to individuals and families, throughout the entire state of New York. Our commitment extends beyond financial aid — we offer extensive phone support, conduct in-person outreach, and host educational events to connect directly with the community.
We also actively participate in community task forces — advocating for low-income assistance programs, and working alongside national partners to expand access to utility support services. Each of our energy assistance programs has specific eligibility guidelines. To qualify, applicants must be customers of one of the utility providers we partner with.
In some cases, eligibility extends to account holders of other heating services, while certain programs allow individuals to receive assistance where payments are made directly to another service provider rather than the utility company. The cost of essential needs in New York is often overwhelming for residents, making utility assistance critical for many families.
Heartshare’s Energy Assistance Program helps individuals keep their heat and electricity on while also providing support for basic necessities like food. Without electricity, homes can become unsafe. Our program serves as a vital lifeline, ensuring families have access to essential utilities that support their well-being.
Within this program, there are six different funds available to individuals and families, throughout the entire state of New York. We collaborate with community-based organizations and legislative offices to conduct outreach and assist individuals in need. These partners also help facilitate the intake process for our programs.

Neighborhood Heating Fund Heating support for Brooklyn, Queens & Staten Island, provided by National Grid The Neighborhood Heating Fund provides one-time financial assistance to eligible customers during the heating season. Eligibility: Must be an active National Grid customer meeting HEAP income guideline. Requirement: All available HEAP benefits must be fully exhausted prior to application.
Account Status: A minimum balance of $1. 00 is required. Grant Limit: One grant per household, per season.
Note: Grants cannot be used for service restoration (after a shut-off), new service deposits, or future credits. Upon approval, a 30-day hold is placed on the account to prevent disconnection. 2026 HEATING GRANT AMOUNTS Neighborhood Heating Fund Intake List Neighborhood Heating Fund Application Neighborhood Heating Fund Application (Spanish) Available to those living in Brooklyn, Queens, or Staten Island.
Heating support for Upper New York State Care & Share provides an additional layer of support for HEAP-eligible customers who have exhausted all other forms of state assistance. Like NHF, this program is fuel-blind and aims to prevent immediate utility emergencies. Eligibility: Active National Grid account holders who have exhausted all HEAP benefits.
Requirement: A minimum account balance of $1. 00. Grant Limit: One grant per household, per season.
Note: This grant cannot be used to restore service following a non-payment disconnection or for future billing credits. A 30-day account hold is applied upon approval notification from Heartshare. Care & Share Intake Office List Care & Share Energy Fund Application Care & Share Energy Fund Application (Spanish) The Program is currently closed.
Heating & Hot Water Assistance, provided by National Grid Specifically designed for moderate-income households, the Hope & Warmth Program assists those who do not qualify for HEAP or Care & Share but are still facing energy-related financial hardship. Income Criteria: Must meet Enhanced Energy Efficiency and Affordability Program guidelines and exceed the income threshold for HEAP.
Applicants must meet the Enhanced Energy Efficiency and Affordability Program income guidelines specific to their service territory (Upstate, Metro NY, or Long Island). Account Status: A minimum balance of $1. 00 is required.
Grant Limit: One grant per household, per season. 2026 HEATING GRANT AMOUNTS Electric Non-Heat (Required for heating system): $205 Hot Water and/or Cooking-Only: $100 Hope & Warmth Intake Office List Hope & Warmth Energy Fund Application Hope & Warmth Energy Fund Application (Spanish) Available across all New York State.
Support with Con Edison Payments Eligibility: Due to the economic impact of the pandemic, Energy Share grants are available once per season. Applicants must be HEAP income eligible and provide proof of one good faith payment in the last twelve months along with proof of ID and income for all household members. Applicants must have an active disconnection notice, as well as a balance on their Con Edison accounts.
EnergyShare Intake Office List Available in all five boroughs of New York City and parts of Westchester. Support with Gas Payments Eligibility: Applicants must exhaust all sources of HEAP before applying, have an active account with NYSEG or RG&E and must have an energy emergency. Account must also have a disconnection notice.
Active military and well-discharged veterans, regardless of income, are welcome to apply. This grant is fuel blind and can be received once every 12 months. Projectshare Participating Offices Program currently closed.
