Commonwealth Corporation - Career Technical Initiative Advancing technical careers, powering the skilled trades The Career Technical Initiative (CTI) is an initiative by the Workforce Skills Cabinet (WSC). It addresses the persistent demand for skilled labor within the construction/skilled trades and manufacturing sectors across the Commonwealth.

CTI provides evening and/or weekend training to unemployed and underemployed adults in Massachusetts by leveraging existing facilities and equipment of designated Chapter 74 schools. This develops talent pipelines to meet the skills needs of businesses in high-demand occupations in construction/skilled trades and manufacturing.

The CTI model requires and fosters collaboration between Chapter 74 schools, MassHire Career Centers, and regional Workforce Boards. These partnerships facilitate employer engagement, alignment of training programs with local workforce demands, targeted recruitment of individuals seeking pertinent skills, and assistance with their job placement following graduation.

Commonwealth Corporation, a quasi-public state agency under the Executive Office of Labor and Workforce Development (EOLWD), administers CTI on behalf of the WSC and fosters partnerships between industry, education, and workforce organizations through grant funding. We’re proud to support a statewide network of CTI training sites that expand access to opportunity across Massachusetts.

2 Million to Expand Career Technical Training Opportunities for 2,500 Jobseekers Career Technical Initiative (CTI) $440,000 in Clean Energy Training Grants for Career and Technical Education Schools This Request for Proposals (RFP) makes available approximately $13-16 million to fund CTI to train unemployed and underemployed workers at Massachusetts high schools with designated aligned Chapter 74 vocational programs.

This RFP provides up to $10,000 in reimbursable funds per proposed program participant. Contracts will be issued for a duration of two years. Applications are due on March 16, 2026, by 11:59 PM.
