3. Community Development Block Grant Disaster Response Program The Community Development Block Grant (CDBG) Disaster Response Program, administered by the Illinois Department of Commerce and Economic Opportunity (DCEO), provides funds to assist communities experiencing an imminent and urgent threat to public health and safety as indicated by a Gubernatorial Disaster Declaration.
