Public Comment on Proposed Brownfield Grants for Cleanup at Calhoun Street Historic Fill, 1601 N.

Calhoun St. and North River South, 1610 N. Calhoun St.

The Fort Wayne Redevelopment Authority (“Authority”), through the U.S. Environmental Protection Agency (“U.S. EPA”), has been awarded a $2,000,000 CERCLA 104(k)(3) grant to conduct environmental cleanup activities at the North River South property located at 1610 N. Calhoun Street, Fort Wayne, Allen County, Indiana.

Additional funding ($1,000,000) is being provided via a sub-grant awarded to the Authority by the Indiana Finance Authority (“IFA”), which is utilizing funds from a U.S. EPA Revolving Loan Fund (“RLF”) grant awarded to the IFA. The supplemental IFA funding will remediate the Calhoun Street Historic Fill property located at 1601 N. Calhoun Street, Fort Wayne, Allen County, IN.

Collectively, these properties are referred to as “Site”.

This notice is to publish and seek comment from all interested parties on the following U.S. EPA-required documents related to RLF and U.S. EPA-funded remediation activities at the Sites: Remediation Work Plan (“RWP”) – outlines the cleanup plan for the Site based on Phase II Environmental Site Assessments (“ESA”) activities which determined soil contamination at the Site.

This document is preliminarily approved by the Program and available for public comment from June 12, 2026 to July 13, 2026. Analysis of Brownfield Cleanup Alternatives (“ABCA”) – outlines cleanup and environmental management alternatives and recommended remediation for the Site based on the RWP and Phase II ESA activities for the Site.

This document is preliminarily approved by the Program and U.S. EPA and available for public comment from June 12, 2026 to July 13, 2026. National Historic Preservation Act (“NHPA”) Review – completed by the State Historic Preservation Office (“SHPO”) based on information provided by the IFA in a December 12, 2025 letter regarding proposed remediation activities at the Site.

SHPO’s finding, dated January 8, 2026, concluded that no historic buildings, structures, districts, objects, or archaeological resources listed in or eligible for inclusion in the National Register of Historic Places are identified within the probable area of remedial activities. The U.S. EPA’s finding, dated January 8, 2026 concurs with the SHPO finding.

SHPO subsequently issued a letter of concurrence on January 21, 2026 regarding the January 8, 2026 U.S. EPA’s finding letter. The 2025/2026 findings were consistent with the previous NHPA review and SHPO findings for the Site conducted between May 2018 and June 2019. These documents are available for public comment from June 12, 2026 to July 13, 2026.
